The Work You Will Do:

You will provide legal services to the different divisions within the Department under the direction of the General Counsel, the Deputy General Counsel(s), and Attorney Supervisor.

The Department’s Office of General Counsel works closely with the Department’s divisions and various program areas to provide legal assistance and advice that is responsive to the specific needs of the Department, division, or program area. The Office of General Counsel serves the entire Department in many different capacities including rendering legal advice and opinions to Department staff in the areas of Economic Development, Community Development, Workforce Services, Human Resources, Reemployment Assistance, and Finance and Administration.

 PAY: $83,000 – $90,000 Annually

 

Your Specific Responsibilities:

  • Provide legal counsel to the Office of Secure Florida within the Department. This position provides legal counsel on matters relating to the state’s employment verification and foreign ownership restrictions and requirements as set forth in Chapters 445 and 692, Florida Statutes.
  • Serve as legal counsel to the Department divisions on various issues and matters, including providing assistance in developing policies, drafting and reviewing agreements and reviewing and interpreting both federal and state laws and regulations.
  • Assist with Department procurement and contracting by providing legal opinions, developing procurement documents, attending public meetings, and drafting and reviewing contracts to ensure that they meet all applicable state and federal requirements and ensure adequate legal protection for the Department.
  • Make legal determinations as to whether rulemaking is required by the Florida Administrative Procedures Act and applicable case law and assist in developing, drafting and promulgating rules for all program areas of the Department when rulemaking is required; conduct public hearings and workshops on proposed rules; respond to Joint Administrative Procedures Committee staff on rules; and interpret and provide legal opinions on application of Department rules.
  • Handle litigation for the Department, including litigation in administrative forums as well as in all levels of state and federal court. 
  • Conduct legal research.
  • Assist in drafting and reviewing proposed legislation and review bills passed into law for applicability, effect, and implementation.
  • Review contracts, public solicitation documents, administrative policies and rules.
  • Assist with Department responses to audits and investigations by state and federal authorities.
  • Handle requests for public records and respond on behalf of the Department to subpoenas and court orders.
  • Perform other duties as assigned.

 

Required Knowledge, Skills, and Abilities:

 

  • Must be team-oriented and have an ability to build and maintain strong working relationships with co-workers.
  • Ability to engender confidence from agency leadership.
  • Ability to multi-task in a fast-paced environment.
  • Ability to work independently with attention to detail.
  • Working knowledge of Chapter 120 administrative proceedings.
  • Experience providing legal advice on various issues and matters.
  • Working knowledge/experience using Microsoft Office applications, including Word, Excel, and Outlook.
  • Must be detail oriented.
  • Ability to communicate clearly and effectively in individual and group settings, both verbally and in writing

 

Other job-related requirements for this position:

  • Juris Doctor from a law school accredited by the American Bar Association
  • At least one (1) years’ experience practicing law.
  • Must be an active member of The Florida Bar in good standing and eligible to practice law.
