Your Specific Responsibilities:
This is highly responsible position in the Division of Workforce Services, Contract and Grants Unit, providing consultation and direction to the Division program areas involving developing, coordinating, managing, negotiating, tracking, executing, monitoring, and overall administration of contracts and agreements for the Division. The individual in this position must be self-motivated, with an ability to work independently, be an effective communicator and facilitator, and have the ability to work well with others.
The incumbent is expected to exercise independent judgment in the development of contract and grant management resources, tools, and processes. This position is an advocate for the Division and serves as a participant for team assignments, process improvements, and special projects. Specific duties and responsibilities include:
Developing Scopes of Work, procurements, contracts, and agreement documents; developing and managing documented systematic financial and programmatic monitoring plans and procedures for contracts and agreements; conducting fiscal, programmatic, and contractual/agreement monitoring activities, audits, and reviews to ensure compliance with contracts, agreements, grants, and Supplemental Budget Request (SBR) requirements, Office of Management and Budget (OMB) circulars, and federal and state statutes and rules; providing technical assistance and guidance in preparing required corrective active plans and validating corrective actions taken are sufficient; preparing documented monitoring reports and participating in on-site and off-site meetings, conferences, visits, and reviews to resolve technical, compliance, budgetary, grant, and performance issues; directing a consultative program to ensure Division funds are accurately and effectively used and controlled for contracts and agreements entered into by the Division.
Facilitates the development, coordination, and administration of Division agreements such as contract and grant agreements, interagency agreements, data sharing agreements, and memoranda of understanding including procurement documents, evaluation, negotiation, execution, management of procurement documents, and purchase requisitions. Collaborates with Division contract and grant managers, provides consultation, direction, technical and administrative assistance. Tracks agreements through the review and approval process, which includes other Department offices (Office of the General Counsel, Office of Financial Management, Office of Budget Management, and the Executive Director’s Office). Maintains the original agreement file and all required supporting documentation. Participates in procurements, contract negotiations, and meetings. Provides assistance in submitting grant applications and supplemental budget requests (SBR’s) to the United States Department of Labor (USDOL). Develops and manages special grants and programs funded and approved by USDOL or the Florida Legislature. Facilitates meetings to coordinate with impacted stakeholders to gather requirements, develop scopes of work, technical requirements, and resolve procurement, contract, and agreement issues.
Reviews, approves, and processes invoices for payment processing ensuring contractual and agreement terms, conditions, and expenditures are compliant with contract and agreement requirements and requirements and procedures specified in the Department of Financial Services (DFS) Reference Guide for State Expenditures in Florida Statutes and processing timelines specified in Florida Statutes. Performs financial reconcilations against payments made to validate acuracy against contract/agreement requirements and makes adjustments and changes, as necessary, to resolve any issues.
Prepares, analyzes and updates programmatic and financial reports on projects, potential problems, concerns, and issues, and makes recommendations relating to area of responsibility to senior management in a timely manner. Completes and submits weekly, monthly, quarterly, and ad hoc reports as required or directed.
Required Knowledge, Skills, and Abilities:
- Knowledge of Florida Statutes, Chapters 119, 287, 219 (and any other applicable to contracts and grants), Florida Administrative Code and policies and procedures related to contracts and grants.
- Working knowledge of developing, administering, and monitoring contracts and State and Federal grants.
- Ability to demonstrate adaptability and flexibility in handling multiple tasks.
- Ability to communicate effectively verbally and in writing.
- Ability to plan, organize, and coordinate work activities.
- Proficient skills with Microsoft applications.
- Ability to use problem solving techniques and maintain appropriate records.
- Ability to meet deadlines while maintaining accuracy and providing continued customer service.
- Ability to conduct fact-finding research and provide reports and analyses as required.
- Ability to work independently, be detail oriented, and demonstrate outstanding customer service skills.

- Knowledge of federal and state workforce programs.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Travel may be required.
Preferred:
- Currently a Florida Certified Contract Manager (FCCM), held a FCCM certificate within the last five years or the ability to obtain within the first six months of employment.
- Working knowledge and experience using MyFloridaMarketPlace (MFMP) applications (i.e. Buyer, Sourcing, Vendor Information Portal, etc.).
- Bachelor's degree from an accredited college or university or four (4) years of equivalent work experience.
Pay: $48,848.06 - $65,000.00

The Work You Will Do:
- The position is a Government Operations Consultant III in the Division of Workforce Services, Contracts and Grants Unit, serving as a contract manager.
- This position is a supporting member of the Internal Security, TPS, and Contracts team of the FloridaCommerce's Division of Workforce Services (Division).
- The incumbent exercises independent judgment in developing Scopes of Work, procurement, contract, and agreement documents, developing monitoring procedures and monitoring reports, and evaluating corrective actions having a significant impact on the administration of the Division.
The Difference You Will Make:
As a contract manager within the Division of Workforce Services, this position assists the Division’s three (3) supporting bureaus with purchasing and managing contractual services for program area operation and directive: the Bureau of Reemployment Assistance (RA), the Bureau of One-Stop and Program Support (OSPS), and the Bureau of Workforce Statistics and Economic Research (WSER). This position acts as a liaison between the program areas and other FloridaCommerce administrative support divisions (Information Technology (IT), Purchasing, Office of the General Counsel (OGC), etc.), as well as a liaison between FloridaCommerce and external parties partnering or contracting with FloridaCommerce. Through the various procurements, contracts, agreements, and purchases this position will facilitate and manage, this position provides an administrative, fiscal, and contractual support to ensure services, processes, and resources are available to those Floridians requiring assistance with sustainability in contribution to the State’s workforce, such as securing employment, receiving reemployment assistance while attempting to secure employment, or understanding Florida’s workforce status through employment and/or unemployment statistics.

How You Will Grow:
This is highly responsible work developing, coordinating, controlling, negotiating, executing, and monitoring contracts and agreements for the Division and directing a consultative program to ensure Division funds are accurately and effectively used and controlled for contracts and agreements entered by the Division. The Contracts and Grants Unit is involved in the entire contract process, from initial program area discussion of a need to the contractual close-out of that need. This position has exposure to facilitating many different types of procurements such as purchases through MyFlorida MarketPlace (MFMP) associated with existing contract vehicles through DMS to major multi-million-dollar procurements, as well as development and management of various contractual agreements such as two-party contracts, IT staff augmentation, and interagency agreements. The individual in this position will be encouraged to seek training opportunities related to contract management, fiscal management, procurement management, etc. to learn skills and apply gained knowledge to assigned projects.
In addition to supporting the current need of the Division through procurement assistance and contract management, you will use your skill and insight to provide creative solutions in meeting programmatic need while following federal and state statutes and rules.
