Your Specific Responsibilities:

Under the limited supervision of the Economic Manager - SES this position supervises and assists staff with the direction of performance data reporting, developing state and local plans, providing training and technical assistance, writing guidance, with regard to Wagner-Peyser (WP), Workforce Innovation and Opportunity Act (WIOA) Grant, Welfare Transition (WT), Food Stamp and Employment Training (FSET), Migrant Seasonal Farm Worker (MSFW) and Trade Adjustment Act (TAA) state and local. This includes addressing problems/questions related to data elements and ad hoc reports. Works to implement federal and state-mandated changes, assess enhancements and refinement requests for all programs. Establishes and maintains an on-going working relationship with partners and customers to ensure delivery of quality products.

 

The incumbent in this position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

 

Oversees and coordinates the review and analysis of WP, WIOA, WT, FSET, MSFW and TAA data as needed to address and identify area trends, strengths, weaknesses, problems and projections. Ensures performance data reports are accurate and timely.

 

Performs labor market, economic, and census statistical analysis.  Remains current on statistical methods and procedures.  Maintains statistical standards of reliability.  Assists in the direction, design, and analysis of statistically valid surveys.  Remains current on national and state economic/labor market conditions.  Assists in the direction and preparation of PowerPoint presentations, economic impact analysis, ad-hoc employer surveys, job vacancy surveys, green jobs analysis, state and area press releases, and the state Census Data Center.  Responds to requests for information via e-mail, phone, mail, etc. 

 

Required Knowledge, Skills, and Abilities:

 

Knowledge/proficiency in using relational databases and report writing software.

Knowledge SQL, R programming, and any Web software applications.

Knowledge of statistical methods.

Knowledge of data collection techniques, ability to understand data.

 

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

Minimum:

  • Bachelor’s Degree or higher in Economics, Statistics, Mathematics, or related Social Science. 
  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • May be required to travel.

 

Preferred:

  • Master’s degree or above in Economics, Statistics, or Mathematics.
  • Local, state, or federal knowledge of WIOA, WP, TAA, FSET or WT program requirements.
  • One year of supervisory experience in a research environment.

 

Pay:

$65,000 - $75,000 annually

The Economic Consultant SES leads the Economic Research and Analysis section’s Team 2 in the Bureau of Workforce Statistics and Economic Research (WSER), Division of Workforce Services.

This position manages projects pertaining to economic, demographic, and employment research and analysis using programming, model building, statistics and regression techniques.
