Your Specific Responsibilities:

Under general direction of the Data Services Administrator, the Data Program Manager will lead the Data Management Unit and serve as the Bureau of Workforce Statistics and Economic Research (Labor Market Statistics) customer liaison for data analytics, management and governance across the agency.  Assists with Bureau efforts to increase data literacy and grow a robust data culture.

“Supervisory employees” are those who spend the majority of their time* communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors. 

This position is responsible for managing the flow of work through the Data Management Unit by ensuring that projects and assignments are completed with the highest level of integrity, timeliness, accuracy and quality.

Supervises staff and assists with the production and analysis of and dissemination of labor market and Census data. Assists in training and evaluating staff, and assigns workload, determines priorities, and meets all assigned deadlines. Prioritize projects for staff and reviews and edits staff work prior to finalizing. Maintains high standards of statistical accuracy and data integrity.

Coordinates and assists with Data Management projects using a variety of technical skills, including SQL, R, Python, GIS, and Tableau.  Maintains knowledge of tools utilized by the Data Services section and makes recommendations on technology solutions.

Assists in the direction of the production of labor market analysis reports.  Meets all analysis standards and properly sources all data items. Uses plain language when explaining technical methods as much as possible.

Serve as the Bureau’s Tableau site administrator by creating and managing the site’s users and groups, create projects to organize content on the site, and assign permissions to allow users (groups) to access the content.

Ensures that the Workforce Statistics and Economic Research data delivery system (Florida Insight) and related databases are up to date and in compliance with the Workforce Information Grant (WIG) deliverables.

Provide guidance to the Tableau Server Administrator on necessary server settings, including user, group, project and data structures.

 Required Knowledge, Skills, and Abilities:

  • Knowledge SQL, R and/or Python

  • Knowledge of data quality and data governance principles.
  • Knowledge of data collection principles and methods.
  • Knowledge of project management.
  • Ability to supervise people and projects.

  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to data management and data analytics.

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

Minimum:

  • Duties and responsibilities of this position must be performed at the official work site of the Department.
  • Travel may be required.

Preferred:

  • 1+ year(s) management experience
  • Experience with database administration
  • Experience in project management
  • Experience in data analytics and data management
  • Experience in one or more of the following areas: Data management, Business Intelligence/Analytics, GIS, and/or automation tools.
  • Knowledge of SQL, R and/or Python.
  • Knowledge of process improvement techniques

 

Pay:

$70,665 – Annually (Firm)

The Work You Will Do:        

The Data Program Manager leads the Data Management Unit and serves as the Bureau’s primary liaison for data analytics, governance, and data management. The role supervises staff, assigns and prioritizes work, ensures high‑quality and timely completion of data projects, and maintains strong standards for statistical accuracy and data integrity.

 

The position supervises and assists with the production, analysis, and dissemination of labor market and Census data, supports data literacy efforts, and manages data projects using tools such as SQL, R, Python, GIS, and Tableau. It also administers the Bureau’s Tableau site, manages users and permissions, and ensures the Florida Insight data delivery system and related databases remain current and compliant with grant requirements.

The mission of the Bureau of Labor Market Statistics (LMS) is to produce, analyze, and deliver timely and reliable labor statistics to improve economic decision-making.  The LMS Data Services Section is responsible for managing the economic data produced and acquired by LMS staff and creating useful data products that benefit Floridian’s and help drive policy.  The Data Services Section also aids numerous other FloridaCommerce program areas with data analytics and business intelligence, helping to turn data into useful information.
