Your Specific Responsibilities:

 

The incumbent in this position will be performing advanced level work under the supervision of the Senior Management Analyst Supervisor. 

  • Conducts in-depth evaluation and analysis of the local workforce development board operations and delivery of workforce program services to include areas such as participant records, financial records related to services delivered, employer services, provider contractual agreements, etc., in accordance with applicable federal, state and local laws, rules, and policies.
  • Coordinate and provide guidance to internal and external staff related to program operations, monitoring plans and implementation activities.
  • Conduct analysis of workforce program data and related expenditures; conduct trend analysis, identify and research discrepancies.
  • Develop and administer comprehensive monitoring review tools and utilize technology resources and related technology platforms to conduct and record monitoring review results.
  • Utilize the monitoring tools to evaluate overall program effectives, adherence to federal, state, and local policies and procedures; Denote monitoring findings and recommended solutions and provide technical assistance to the local boards as needed.
  • Collaborate and consult with key internal and external stakeholders who may hold relevant information to the monitoring process.
  • Assist with identification of solutions to local workforce development board operational issues.
  • Consults with and advises Florida Commerce management on the development and implementation of training and technical assistance to improve workforce program outcomes and compliance.

Required Knowledge, Skills, and Abilities:

 

  • Ability to communicate clearly and effectively in individual and group settings, both verbally and in writing.
  • Ability to work effectively as a part of a team.
  • Ability to utilize problem-solving techniques.
  • Knowledge of the principles and techniques of effective customer service and ability to provide excellent customer service.
  • Knowledge of methods of data collection and analysis.
  • Knowledge of Microsoft Office Suite applications.
  • Ability to write and prepare reports, presentations and other informational material in a grammatically correct, logical format

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

Minimum:

  • Duties and responsibilities must be performed at the official worksite in Tallahassee.
  • The selected candidate will be required to travel at least once monthly and may be required to work additional hours while in traveling status.

 

Preferred:

  • Bachelor’s degree from an accredited college or university or professional related work experience relevant to this position may substitute on a year for year basis for the college education.
  • At least two years of experience researching, interpreting, and applying federal and state laws, regulations and other governing authorities for a state or federally funded program.
  • At least three years of experience working in a professional capacity with workforce development programs including some in a team lead capacity.
  • Professional monitoring and writing experience.
  • Must have related computer skills.

 

 

Pay:

The hiring pay range for this position is $50,000 - $59,500.  Pay outside of this range may also be considered based on related monitoring experience.

The Work You Will Do:        

The Government Operations Consultant III (Lead Program Monitor) is a member of the Programmatic Monitoring Unit within the Division of Workforce Services, Bureau of One-Stop and Program Support. This position conducts advanced-level professional work related to monitoring the state’s 21 local workforce boards to ensure compliance with governing federal and state laws, rules, regulations, and other authoritative guidance; as well as assisting in coordinating other program monitoring related duties and responsibilities. 

We are seeking a candidate who has excellent monitoring, investigative, writing, analytical, data collection, problem solving, and customer service skills who works well independently as well as part of a team. Additionally, we are seeking a candidate who has some lead worker experience and is skilled in researching and organizing data into a logical format for presentation in reports, documents, and other written materials.  The incumbent in this position is expected to function with a great deal of independence and is able to professionally speak and correspond with members of management and local workforce development board staff.
