Your Specific Responsibilities:
- Assist with providing direction, guidance and technical assistance for workforce programs, which includes the identification of training needs, development of appropriate training and providing the training.
- Conducts research of federal and state statutes, regulations and other governing authorities to develop, review and update programmatic policies, procedures, guidelines, and state and local plans. Evaluates the impact of statutes, regulations and governing authorities on operations, identifies potential problems, and recommends appropriate action.
- Assist with providing guidance and assistance to partner staff, agency management, program administrator and agency staff in the management and operation of programs and responsibilities. Consults with management on the development and implementation of training and technical assistance to improve workforce program outcomes.
- Assist with investigating, assessing, analyzing, and making recommendation(s) to resolve issues and problems presented by partner staff, agency management, program administrator and agency staff. Consults with agency staff members and external partners to develop solutions for programmatic operational problems.
- Assists with quality assurance reviews, identifies corrective action, assists with and/or prepares reports, and follows up on concerns. Provides feedback on updating quality assurance tools. Participates in data validation on site reviews, as needed.
- Other duties as required.
Required Knowledge, Skills, and Abilities:
- Knowledge of the principles, methods, and tools for developing, scheduling, coordination and managing projects and resources.
- Ability to communicate with persons outside the department, representing the department to customers, the public, government, and other external sources.
- Ability to utilize effective time management and problem-solving techniques.
- Ability to communicate effectively verbally and in writing.
- Ability to establish effective internal and external relationships as well as promote collaboration and partnership.
- Ability to prioritize programmatic goals.
- Skilled in the proficient use of Microsoft Outlook, Word, and other computer software and applications.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Bachelor’s degree from an accredited college or university or four years of equivalent work experience that is relevant to this position.
- The selected candidate must work at the physical location for all work performed. Telework is not approved for this position.
- Travel may be required.
Preferred:
- At least two years of experience researching federal and state statutes, regulations and other governing authorities for a state or federal-funded program.
- At least two years of experience providing training and technical assistance for a state or federal-funded program.
- At least two years of direct experience working with workforce programs.
- Bilingual English/Spanish/Haitian Creole
- Professional writing experience
Pay:
$22.00 - $26.00/hour

The Work You Will Do:
The OPS Government Operations Consultant II (Workforce Programs Consultant) is a member of the Policy and Guidance Unit within the Division of Workforce Services, Bureau of One-Stop and Program Support.
This position provides policy direction, guidance, training, and technical assistance to Local Workforce Development Boards (LWDBs) and one-stop delivery partners for assigned workforce development programs. The incumbent may be assigned to:
- One or more of the following workforce development programs: Wagner-Peyser; Workforce Innovation and Opportunity Act (WIOA); Reemployment Services and Eligibility Assessment; Complaint System; and/or
- Local Workforce Development Area and Board Governance.
Additionally, the position identifies areas of opportunity, as well as promising and best practices, makes recommendations to management on improving and creating efficiencies for assigned workforce program(s), and provides recommendations regarding program structure and service delivery strategies for use by LWDBs and the one-stop delivery system.

Additionally, we are seeking a candidate who is skilled in researching and troubleshooting issues and is able to professionally speak and correspond with members of management, job seekers, employers and LWDB leadership. Excellent organizational skills and project/deadline tracking skills are also essential.
