IT Application Development Manager (IT Business Consultant Manager-SES)

Salary:  $80,000-$95,000 Annually

Your Specific Responsibilities:

Reporting with Florida’s Department of Commerce, Division of Information Technology (IT), this position serves in a manager role. This position oversees, directs, manages and supervises the  Reemployment Assistance IT Application Development Teams responsible for administering and maintaining the Enterprise Application Systems. This position supports software development and ongoing operations for various application projects from conception, initiation, requirements, design, development and testing, deployment, and support.

“Supervisory employees” spend the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action, including all employees serving as supervisors, administrators, and directors in accordance with 110.205(20(w), Florida Statutes.

Application Development and Maintenance Management

  • Facilitates resolution of technical issues on all products and areas supported by the IT Application Development Teams.
  • Provides consultation to management and partners with respect to technology updates, technology refresh, and comparisons/options as required.
  • Recommends changes to management, as necessary, to improve application development and customer service.
  • Represents and serves as ambassador for the application development teams during meetings and events.
  • Responsible for allocating and managing day-to-day activities, performance, and productivity of designated IT Application Development teams.
  • Project manages multiple simultaneous projects.
  • Manages application development projects from initiation through requirements, design, development, testing, change management, deployment and post deployment phases.
  • Manages application development enhancements, maintenance, modifications, and/or fixes to include design, coding, testing, and deployment.
  • Works with the Department’s Security Manager to identify and mitigate security risks and issues.
  • Assists and participates in internal audits/evaluations of IT systems and comprehensive risk analyses.
  • Works to ensure applications conform to Department and data center hardware, software, development, and architecture standards.
  • Assists in planning for new releases of software, upgrades in hardware or software, and other types of required maintenance.
  • Monitors team progress by holding regular team meetings to assess risk, identify conflicts, barriers and issues, and facilitate the development of resolutions and action plans.
  • Reports team progress to upper management through regular status updates, maintaining all required documentation for visibility into team efforts.
  • Manages multiple tasks, activities, and/or projects to ensure they are effectively tracked, follows Department documentation standards, and remains on schedule, within scope, and within budget.
  • Creates, updates, and reviews documentation as required based on the development methodology utilized.
  • Assists in the development of new, and refinement of, established IT policies, procedures, practices, and methods.
  • Provides consultation to management with respect to technology updates, technology refreshes, emerging technologies, and comparisons/options as required.
  • Participates in strategic planning for IT projects and initiatives.
  • Assists in identifying and monitoring training needs for the team.
  • Performs other duties as required.

 

Required Knowledge, Skills, and Abilities:

  • Working experience with software development teams comprised of multiple computer programmers for one or more integrated application.
  • Knowledge of ITIL Foundations
  • Knowledge of Project Management
  • Ability to lead and work with cross-functional, matrix team structures.
  • Knowledge of, and ability to explain various software development lifecycle, and software development methodologies, i.e. waterfall, agile, lean, Scrum.
  • Knowledge of, and ability to explain business software’s role and objectives.
  • Ability to explain service-oriented architectures and the benefits of those.
  • Knowledge of practices and ability to build teams and foster business relationships.
  • Knowledge of project management disciplines and concepts.
  • Knowledge of supervisory, personnel management duties and responsibilities.
  • Ability to display methodical problem solving and decision making practices.
  • Knowledge of, and ability to explain various IT Service Management policies, processes and procedures.

 

Qualifications:

As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records. 

 

Minimum Requirements:

This position is based in the Tallahassee office. It is a telework role with flexibility, not a remote position.

The selected candidate must have knowledge and experience supporting software development teams.

Preferred:

  • Demonstrated experience leading a technical, Business analysts and/or Project management teams.
  • Knowledge of SCRUM methodologies
  • Knowledge of Reemployment Assistance program, FloridaCommerce’s Reconnect system and USDOL programs.

 

Pay$80,000 – $95,000 Annually
