Government Operations Consultant II

Your Specific Responsibilities:
- Serve as point of contact for assigned OSBI programs, ensuring timely communication, coordination, and issue resolution.
- Independently develop and refine program procedures, guidelines and documentation for assigned programs.
- Independently manage high-dollar, multi-year contracts to include monitoring contract deadlines, and receipt of deliverables.
- Under limited supervision prepare quarterly reports for state and federal contracts.
- Provide technical assistance to contract recipients in completing contract tasks and processing grant payments/invoices.
- Assist in the development and processing of new Grant Agreements, Requests for Proposals, and Invitations to Negotiate associated with programs.
- Process deliverables invoices for all contracts, grants and sub-contracts.
- Collaborate with SSBCI program activities through data collection, reporting, stakeholder coordination, and administrative tasks.
- Track program deadlines, deliverables, and performance metrics across multiple initiatives.
- Provide technical assistance to program partners, community organizations, and business stakeholders.
- Support OSBI outreach, innovation workshops, and small-business engagement activities.
- Prepare reports, analyses, briefings, and program summaries for leadership.
- Coordinate internal and external meetings and maintain positive working relationships with agency partners.
- Conduct research to support program improvement, policy development, and small-business innovation strategies.
- Performs other duties as assigned.
Required Knowledge, Skills, and Abilities:
- Knowledge of small business programs, technical assistance resources, and state government operations.
- Knowledge of reporting, tracking, and compliance requirements for state-supported initiatives.
- Knowledge of program coordination, stakeholder engagement, and basic contract procedures.
- Skill in coordinating multiple programs simultaneously.
- Skill in gathering, organizing, and interpreting program data.
- Skill in preparing clear reports, summaries, and recommendations.
- Skill in communicating with stakeholders and supporting small‑business outreach activities.

- Proficiency with Salesforce and MS Excel.
Qualifications:
As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.
Minimum:
- Duties and responsibilities of this position must be performed at the official work site of the Department.
- Florida Certified Contract Manager (FCCM) certification required within 12 months of employment.
Preferred:
- Experience supporting or managing contracts in a government environment
- Familiar with state procurement processes
- Prior work involving vendor coordination, contract documentation, or performance monitoring
- Experience using contract management systems, procurement portals, or similar tools
- Exposure to economic development or public-sector programs/initiatives
- Experience collaborating with legal, finance, or programming teams on contract-related issues
Pay:
$45,000 - $55,000 Annually

This position serves as the primary point of contact for several programs within the Office of Small Business Innovation (OSBI) and provides ongoing support for the State Small Business Credit Initiative (SSBCI). This position ensures effective coordination, communication, and delivery of program activities and contributes to OSBI’s broader mission to strengthen Florida’s small-business ecosystem.
