Your Specific Responsibilities:

This is a responsible accounting position located in the Business Office of the Leon County Health Department (CHD) and functions under the supervision of the Finance & Accounting Administrator-SES.

Responsible for the mail run daily. Sorts and distributes all incoming and outgoing mail, ensuring correct postage is applied. Logs incoming checks to be distributed to appropriate division and scans insurance checks to billing hub for posting. Responsible for maintaining mail equipment and keeping adequate postage on hand.

Researches and provides correct coding to billing hub and other CHD’s so transferring of funds from Leon CHD to the correct CHD can be completed. Responsible for the cash change box and completing the change fund reconciliation form daily. Responsible for ensuring all accounts receivable functions are performed following State law and/or County ordinance. Ensures outstanding balances are maintained following DOH policy.  Responsible for documentation security and reconciliation of all revenue collections such as Medicaid, Medicare, and other contracted third-party providers. Monitors billing hub activity to ensures contract compliance.

Responsible for retrieving reports via Health Management Systems (HMS) to allow for the reconciliation of cash reports and deposit necessary for the verification of funds received. Prepares and verifies daily deposit; and deposit reporting, including follow-up with staff on the reconciliation of identified discrepancies as well as missing documentation. Will ensure they are receiving daily reconciliation forms so they can attest to all cash box counts being done and maintained daily. Responsible for keeping a daily count of the cash drawer assigned to the business office and will provide change to programs as requested.

Will be the Change Champion for the following systems: PCARD, WORKS. Prepares and submits required paperwork for all Leon CHD staff to get access to WORKS and for staff to be issued state purchasing cards. Provides information to staff on the required training to complete in TRAIN Florida. Provides staff with necessary documentation/manuals to assist with navigating different applications. Responsible for the upkeep of card holder, will submit all documentation for all staff that off-boards with Leon CHD to ensure accounts are closed. Will act as STMS champion and assist programs with system related issues, questions, and solutions.

Completes monthly invoicing for reimbursement agreements such as the Leon County Tax Collector’s office. Reconciles to ensure payments have been received and posted accurately via FIS. Responsible for reconciling sent to collections report and completing the write-offs and sent to collection reports to be submitted to our billing hub. Prepares refund request when requested for Clinic and EH services. Prepares and follows up on return check letters and sends to the Attorney General office when no action is received. Responsible for updating, maintaining and organizing the supply closet and key box for the Business Office.

Assumes all responsibilities as Records Management Liaison Officer (RMLO) for Leon CHD, assisting with ensuring proper boxing and labeling of all records, preparing records for destruction, and ensuring proper tracking of all records. Incumbent will be responsible for ensuring all records at all Leon CHD buildings have been properly labeled and transferred to the SRC. Keeps manager up to date on all changes re: records management.

Acts as back up for the completion and submission of annual blanket purchase requisitions for the Leon County Department of Health. Employee will also act as backup to the contract manager and oversee invoice payment and be secondary custodian for all contracts, agreements and MOUs. Submits quarterly invoices for Board of County Commissioners (BOCC) and the Office of Legislative Services. Follows up to validate payment has been received via FIS. In addition to the Contract Manager this position will also create collocated blanket purchase requisitions for Leon CHD in Ariba on Demand (AOD) following established procedures. Verifies appropriate paperwork is received and follows up with staff if additional documentation is needed. Creates and maintains all p-card and AOD vendor blanket purchase orders for the Business Office and other divisions as needed. Updates GOC III (AP) staff on all change orders to assist with the accuracy and upkeep of ledgers for Leon CHD purchasing.

Performs other related duties as assigned.

Required Knowledge, Skills, and Abilities:

Must have knowledge and skills utilizing Excel software. Knowledge of basic mathematics. Skill in writing and processing operational procedures. Ability to understand and apply laws, rules, regulations, policies, and procedures. Ability to conduct fact-finding research; utilize problem-solving techniques. Ability to plan, organize and coordinate work assignments; communicate effectively; and establish and maintain effective working relationships with others.

Must be able to life a minimum of 50 lbs.

Minimum Qualifications:

  • High school Diploma or its equivalent.
  • No less than 2 years’ experience working with the state
  • Lift at least 50lbs
  • A valid driver’s license without a citation for the past 3 years
