SPECIAL NOTES:

A High School diploma or its equivalent is required.

 

Preference will be given to Associate Degree or higher with an emphasis in business (experience can substitute on a year for year basis for the preferred college education).

 

Additional preferences:

  • Microsoft Office, Word, Excel Outlook experience.
  • Two (2) years of professional bookkeeping or accounting experience with the State of Florida.
  • Minimum of one (1) year experience entering disbursement entries in FLAIR.

 

The hours are 8:00 a.m. – 5:00 p.m., Monday – Friday.

 

The hiring salary will be based upon experience.      

 

Employees of the Department of Financial Services are paid on a monthly pay cycle.

 

This position requires a security background check, including fingerprint as a condition of employment.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDES THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of accounting principles, practices, and procedures.  Knowledge of the methods of data collection.  Ability to determine work priorities and ensure proper completion of work assignments.  Ability to communicate effectively.  Ability to establish and maintain effective working relationships with others.  Ability to solve problems and make decisions.  Ability to prepare and maintain a variety of accounting records.  Ability to analyze and interpret accounting data.  Ability to understand and apply applicable rules, regulations, policies and procedures relating to an accounting program.  Ability to work independently.

 

BRIEF DESCRIPTION OF DUTIES:

Intermediate level work, performing a range of assignments independently under limited supervision.  The work requires applying a general knowledge of business practices to a variety of practical situations.  Must use skill in applying instructions to accomplish different job junctions.  Applies appropriate accounting practices in the auditing and processing of payments utilizing FLAIR@DFS and/or FLAIR which includes ensuring compliance with applicable Florida Statutes, policies, procedures, and rules of the Department of Financial Services and that the payments are appropriately authorized, the encumbrance is accurate, and the vendor ID and vendor address are verified.  Analyzes financial transactions to determine accuracy and completeness of entries.  Maintains logs in Microsoft Excel on recurring payments reflecting the necessary information to track the progression.  Ensures required documentation is attached to the voucher schedule and that the voucher packet is submitted to the Finance and Accounting Director II on the same day it is issued. 

 

Provides assistance to outside vendors, Bureau of Auditing, and internal divisions relating to accounting records and financial information as requested. 

 

Maintains a standard of 97% or higher of invoices vouchered for payment within 20 days of the transaction date.  Maintains thorough knowledge of disbursement functions and accounting methods directly related to assigned duties. 

 

As back-up, ensures invoices are properly distributed to the appropriate accounting staff within one day of receipt.

Assists with processing disbursements of Certified Forward funds and monitoring certified forward balances.  Review and research outstanding vendor warrants and resolve problems associated with these warrants as needed.
