Position Overview and Responsibilities:
As an Accountant III within the Bureau of Financial Management Services, you will perform many of the financial activities to ensure that all revenues are recorded in an accurate and timely manner. In this role, responsibilities include, but are not limited to, the following:


Applying the generally accepted accounting principles for governments in the preparation of financial reports and schedules. This includes, assisting with the review and verification of Statewide Financial Statement Forms prior to submission. Helping with the reconciliation of revenue and accounts receivable, and the preparation of interim financial analysis that assist program areas in the management of their accounts receivable. Assisting with the analysis of audit reports and their preparation. Independently handling telephone and email communications with customers.


Recording various receipts through FLAIR/PALM or other automated systems for all program areas, as assigned. This may entail the following: assisting customers with ACH sign-up and recording ACH receipts. Transferring deposits in FLAIR/PALM once validated by the bank daily. Recording invoices and receipts in accounts receivable system; and post to accounting records. Preparing spreadsheets and other financial analyses. Researching and reconciling accounts receivables using automated A/R system, FLAIR/PALM, and Treasurer. Correcting entries and month-end accounting entries, as needed. Train other Revenue section team members as needed. Assisting customers with account-related questions including applying credits and write-offs approved by program area and Comptroller's Office.


Processing revenue receipts and ensuring that checks, ACHs, EFTs, and wires are processed accurately and efficiently. Conducting audits of invoices and check logs for compliance and accuracy on accordance with agency policy. Coordinating invoices with managers for approval. Act as a back-up and assist other accountants as needed. Generate quarterly invoices for Human Resource Assessment; send to applicable agencies; track payments and provide periodic update to supervisor or Bureau Chief.


Additionally, maintaining an organized set of desktop procedures, both electronic and hardcopy, that fully describes all work responsibilities. Desktop procedures must be reviewed and updated on a semi-annual basis. 


Knowledge, Skills, and Abilities:

  • Knowledge of Financial Accounting Policies and Standards.
  • Knowledge of FLAIR/PALM Accounting System - revenue transactions.
  • Knowledge of and ability to accurately apply accounting standards, theory, principles, concepts, and practices.
  • Ability to manage complex projects and meet deadlines.
  • Ability to analyze and interpret data/information and apply appropriate guidelines and regulations.
  • Ability to communicate effectively both orally and in writing across a broad audience spectrum.
  • Proficient user of Microsoft Office Suite with emphasis in Word and Excel.
  • Ability to provide prompt, reliable, accurate and courteous customer service. 
  • Ability to work independently and as part of a team.
  • Ability to work well under pressure.


Preferred Qualifications:

  • Two years of accounting experience
  • Experience with revenue/accounts receivable.
