Position Overview and Responsibilities:

This is a highly responsible financial administrative position within the Florida Department of Management Services (DMS), Division of Telecommunications (DIVTEL), supporting the Florida Emergency Communications Board (Board). The position is responsible for managing financial transactions related to the Emergency Communications Trust Fund, including tracking and analyzing remittances from telecommunications service providers, processing payments to 911 service contractors, and reconciling accounts receivable.

This position plays a key role in financial oversight, ensuring compliance with Florida Statutes 365.171-174, maintaining financial records, and providing detailed analysis for Board discussions. The role requires frequent interaction with external stakeholders, including service providers, government personnel, and vendors, to ensure proper reporting, remittance compliance, and issue resolution.

 

Primary Responsibilities:

Financial Oversight and Revenue Management

  • Track, analyze, and reconcile monthly revenue payments from wireless and non-wireless service providers, ensuring accuracy and completeness.
  • Maintain a record-keeping system to track revenues, disbursements, and outstanding payments.
  • Review and process monthly distribution reports from the Department of Revenue related to the Public Safety Emergency Communications Systems Fee collected from prepaid wireless sales.
  • Identify and document remittance issues, work with service providers to resolve discrepancies, and escalate unresolved matters to management.
  • Prepare and present monthly financial reports on fee remittance and trust fund status to the Board.
  • Provide timely budget status updates to the division’s accountant for monthly reporting.
  • Working with service providers as an administrator with the Division’s vendor remittance and payment portal to assign vendor logins.
  • Assist in identifying new or unregistered telecom providers operating in Florida and ensure compliance with remittance requirements.
  • Maintain confidential financial records in compliance with Section 365.174, F.S.
  • Support other program areas as needed, including administrative functions related to 911 operations
  • Attend regularly scheduled board meetings, for the purpose of the dissemination of information related to Fee remittances, provider issues, etc.  May be required to travel out of town. Retain confidential information in a secure file within the DMS/DIVTEL Bureau of Public Safety.
  • Coordinates with Division’s accountant in drafting monthly reports to the Emergency Communications Board by providing financial data necessary to complete the monthly financial statements for the Emergency Communications System Trust Fund. In this capacity, this position is responsible for administering and tracking estimated annual budgets of approximately $160,000,000 and maintaining file of non-wireless and wireless service providers. 
  • Assist with 911 issues in general on an as needed basis. Perform related work as required. May be required to work overtime.

  • Knowledge in using the Florida Accounting Information Resource (FLAIR), Budget and Accounting Reporting System (BARS) for financial reconciliation.

Minimum Qualifications:

  • Associate of Arts degree from an accredited college in Accounting, Finance or related field and three years of related experience. Professional experience in Accounting, Finance or related field can substitute on a year-for-year basis for the required college education is required. Or a bachelor’s degree and one year of experience.
  • Experience with an online database is preferred.
  • Experience with MyFloridaMarketPlace (MFMP) is preferred.
  • Experience identifying and tracking (monetary) inconsistencies and reconciling them is required.
  • Experience managing a large filing system, electronic and physical is preferred.
