Accountant IV Duties:

 

Responsible for processing all Office of Agricultural Law Enforcement (OALE) invoices for encumbered purchase orders and contracts in the department’s Disbursements System.  Responsible for managing the encumbrance process, including reviewing and monitoring encumbrance activity and generating monthly encumbrance status reports.  Responsible for reconciling encumbrances and payments to the Florida Accounting Information Resource (FLAIR) system and researching and correcting discrepancies in a timely manner.  Responsible for fiscal data entered into FLAIR, Accounting Information Management System (AIMS) and/or the Disbursements System for budget review and preparation.  Abides by accepted general office accounting procedures in the review and payment of all invoices, contractual obligation, leases and other documents presented for payment.

 

Responsible for the overall procurement processes for OALE, including preparation of Formal Bids, Requests for Proposals, Written/Verbal Quotes and Purchase Orders entered into the department’s AIMS.  Serves as the OALE Purchasing Coordinator, working with vendors, various individuals, groups and organizations, both within and outside of the department.  Obtains specifications for purchase and acquisition of equipment and materials.  Maintains all pending, assigned and closed records relating to operations.  Responsible for maintaining knowledge of all state and department contracting and procurement requirements.  Maintains current Florida Contract Management Certification.

 

Assists the Director and Executive Staff with special assignments in the areas of purchasing, policies and procedures, and contract management.  Responsible for analyzing and detecting specific management and administrative programmatic problems and recommending effective solutions to the Director, Fiscal Manager and/or other Executive Staff.  Much of this work is independent, analyzing, developing and assisting in the installation of improved managerial policies, practices, records, methods, procedures and organizational structures.  Prepares financial charts, graphs, and reports to be used in improving management and the fiscal operations of the organization.

 

Receives and responds to phone, mail and electronic inquiries pertaining to OALE fiscal matters.  Prepares requested reports and processes fiscal related correspondences.

 

Serves as the OALE FLSOLARIS Liaison responsible for obtaining information for entry into the Florida State-Owned Lands and Records Information System (FLSOLARIS) database.  Ensures that all entries have been made into the system by the allotted deadline. 

 

Serves as a member of the State Emergency Operations Center (SEOC) – Support Function – Animal Response Team (ESF-17), which includes participating in state exercises and staffing the SEOC upon activation. 

 

Performs other related work as required. 

 

Minimum Qualifications:

 

  • A bachelor's degree from an accredited college or university with a major in accounting, finance or business administration; or a high school diploma or its equivalent, with Four (4) years of professional or nonprofessional accounting experience.
  • This position requires you to possess a valid driver’s license.

 

Preference will be given to:

 

  • Those who have 5 years or more experience in maintaining contract files and preparing contract related correspondence.

 

Selection Process - The OALE selection process takes approximately three to four months to complete.  Steps to complete the selection process include, but are not limited to:

 

  • A completed State of Florida Employment Application.
  • A completed Office of Agricultural Law Enforcement Civilian Supplemental Application.
  • Oral Review Board.
  • Background Investigation.
  • Fingerprinting.
  • Drug Screening.

 

Salary - $54,000.18 - $59,400.12
