JOB DESCRIPTION:

This position is an accounting position that is located in the Division of Vocational Rehabilitation’s (DVR) Financial Payments Section administratively assigned to the Bureau of the Comptroller. This position is responsible for the auditing and processing of invoices, assembling documents and/or data for various types of job-related analysis, and the preparation of documents to be input into the accounting system. All duties listed below must be performed in compliance with the mandatory requirements in Section 214.422, Florida Statutes and Chapter 3A-20 of the Florida Administrative Code.

 

DUTIES & RESPONSIBILITIES:

Audits and Process payments through MyFloridaMarketPlace (MFMP)

  • audits invoices and purchase orders and prepares payment packages
  • verifies the accuracy of mathematical extensions
  • ensures charges on invoices agree with the terms specified on the purchase order, when applicable
  • verifies vendor name, address and amounts to be paid
  • reviews invoices to ensure that statutory requirements and comptroller rules and regulations are adhered to
  • posts payment information on purchase order payment schedule
  • sorts documents for remittance, comptroller and file room (voucher copy)
  • assists other employees and auditors as requested

Contract Payments

  • audits and analyzes contracts for payments and expenditures to determine allowability of costs
  • ensures charges are in accordance with terms specified on contracts
  • reviews contracts to ensure statutory requirements and comptroller rules are followed
  • cross trained to provide backup for PCard payments (Back-up support)

Contract Payments – Rehabilitation Management System (RIMS)

  • audits and analyzes contracts for payments and expenditures to determine allowability of costs
  • ensures charges are in accordance with terms specified on contracts
  • reviews contracts to ensure statutory requirements and comptroller rules are followed
  • ensures proper documentation is received

The FACTS (The Florida Accountability Contract Tracking System)

  • ensure all contracts/amendments have been entered into the FACTS
  • ensures deliverables agree with invoices

Audits Special Project and Contracts

  • ensures invoices are in agreement with terms of agreement
  • ensure agreement has been signed by all parties
  • coordinates payment with leasing and budget to ensure receipt of proper documentation from landlord and codes are correct for processing of payment
  • processed directly into FLAIR

Audits Membership Dues

  • ensures department membership dues request form is properly completed
  • coordinates with budget to obtain required signatures needed to process payment
  • obtains proper documentation
  • processed directly into FLAIR

Process ALL Advance Payments through MFMP

  • ensures invoices are attached with Purchase Orders in MFMP
  • audit ensure documentation supports agreement on purchase order
  • follow-up with contact person if need to be to ensure payment is process within a timely manner

Files

  • sets up and maintain files for contracts, postage, payments, amendments
  • files copies of vouchers, supporting documentation and other pertinent documents
  • researches and responds to inquiries from vendors and agency personnel and makes necessary adjustments
  • drafts correspondence to obtain any information or documentation needed to process payments
  • assists supervisor in preparing reports and analysis as needed

 

Performs related duties as required.

MINIMUM QUALIFICATIONS:

Required Licensure/Registration/Certification/Experience or Education:

  • Experience working in Florida Accounting Information Resource System (FLAIR).

LEAVE INFORMATION:

    • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month.
    • Sick Leave - Career Service employees earn 8.667 hours of sick leave credits per month.
