The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Governor Rick Scott and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. The Department of Management Services is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  The Department of Management Services facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. Position responsibilities:

This position is located in the Disbursements Section of the Bureau of Financial Management Services.

Responsible for all retirement accounting functions related to the Police and Firefighters Premium Tax Trust Fund, as well as disbursement-related tasks specific to Retirement, including:

  • Communicate with Department of Revenue to ensure prompt receipt of premium tax revenue.
  • Track investment earnings at SBA, premium tax receipts, and general revenue service charge.
  • Coordinate with the Bureau of Local Retirement to maintain and update approximately 367 police and fire vendors. Process      vouchers to distribute premium tax money to police and fire cities during the first quarter of the fiscal year. Process journal transfers as required by law to the Department of Revenue. Calculate and transfer excess interest earning to General Revenue. Provide estimate of monthly cash requirements. Prepare analyses and summary reports for year-end reporting to satisfy Division and Statewide Financial Statement requirements.
  • Process vouchers to record FRS, HIS, IP, and Police and Firefighters contributions with SBA.   Prepare journal transfers between funds as required by the various retirement funds for payment of unfunded actuarial accrued liability. Process payments to SBA for PEORP Administrative Fee. Process investment vouchers and journal transfers between funds within the Division.
  • Process vouchers and related HIS, Health, and Life transfers for weekly and monthly Retired Benefit Payroll.
  • Maintain and update ORP and OAP Vendors. Process vouchers for ORP and OAP payments to annuity companies biweekly.
  • Maintain vendor files and accounting codes for FRS member agencies. Process refunds to member agencies.
  • Process and approve warrant cancellations as assigned. Maintain voucher log.

Audit and process assigned DMS disbursements transactions in FLAIR. 

Review and process DMS payroll-related transactions as assigned.

Knowledge, Skills and Abilities:

Knowledge of basic accounting principles.  Ability to work independently.  Ability to analyze accounting data or information.  Ability to communicate effectively, both verbally and in writing.  Ability to use personal computer and 10-key calculator.   Ability to record accounting data accurately.  Skilled in Microsoft Office products, including Excel, Word and Outlook. 

Minimum Qualifications:

  • Three years of accounting experience required. 
  • High school diploma or equivalent required. 
  • Accounting degree preferred.
  • Experience with FLAIR preferred.
