Position Overview and Responsibilities:
Update Annual Report forms to include changes in reporting requirements due to revisions in Chapters 175/185, F.S. or new accounting pronouncements (GASB/FASB) that are applicable to municipal pension plans. Update instructions and checklists to be sent to participating cities/districts.

 

Perform audits of completed Annual Reports as they are received:
•    review Annual Reports, audited financial statements, and actuarial valuations/impact statements for compliance with Chapters 175/185, F.S.
•    ensure that all requirements of new accounting pronouncements have been met
•    reconcile Annual Report to audited financial statements
•    recalculate required contributions based on current actuarial valuation; review actual contributions for adequacy
•    review investment portfolio for compliance with Chapters 175/185 or Local Ordinance
•    recalculate rate of return on plan investments for reasonableness
•    communicate with plan administrators, auditors, actuaries, or attorneys, as necessary, to resolve reconciliation or plan issues
•    maintain an up-to-date list of each report’s filing and approval status
•    prepare warrant/EFT requests for approved cities

 

Prepare and maintain a spreadsheet calculation of the amount of premium tax funds to be distributed to each city, based upon:
•    premium tax collection data provided by the Department of Revenue
•    any amounts owed by the Plans to the State

 

Maintain a summary list of chapter plans with details of current plan provisions, such as:
•    dates of most recent actuarial valuations
•    minimum plan benefits’ effective dates
•    benefit accrual rates
•    contribution rates


    
Maintain an index of all participating plans’ approval status. Provide frequent updates on status of current year premium tax distributions.

For Chapter plans, submit financial and statistical details from Annual Reports to actuary for completion of valuations and impact statements. Review incremental cost analyses from actuary and compare to current plan benefits to determine whether or not certain minimum benefit levels have been attained for Chapter plans. Ensure that all plans have current valuations on file.

Prepare special reports and analyses regarding financial, statistical or benefits information of the funds, as requested.

Assist in planning, organizing and carrying out the annual Pension Conferences.

Provide reports and schedules summarizing the status of the program for the ebook made available for conference participants.

Other related work as deemed necessary.

 

Knowledge, Skills, and Abilities:
Ability to analyze audit, bank, investment and insurance company statements; ability to analyze actuarial valuations and impact statements to determine contribution rates and reasonableness of investment earnings; ability to review recent accounting pronouncements and apply the effects to participating plans; knowledge of and ability to work with Microsoft Office applications (Word, Excel and Access); and ability to communicate effectively with others both verbally and in writing.  Additionally, it is preferred that the incumbent should possess a degree in accounting. Preference will be given to applicants who hold a CPA designation.. Accountability, Communication, Empowerment, Flexibility, Integrity, Respect, Teamwork.

 

Minimum Qualifications:
3 years accounting experience required.
1 year of customer service experience required.

The division currently has 225 full-time retirement staff and manages a FY 2025-26 operating budget of $48,864,720. The division administers the Florida Retirement System (FRS) Pension Plan, currently the fifth largest state retirement system in the US with more than 1.1 million active, retired, and terminated vested members and $191.6 billion in assets. The division pays out $12.9 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5.5 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members.
