Requirements:

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Work at the FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

Preference will be given to candidates with two (2) years of supervisory experience.

 

Duties and Responsibilities include:

Daily Operations:

  • Manages payment and reconciliation of all unencumbered payment obligations; Reviews financial transactions related to unencumbered payments; Reviews auditing, coding, and assembling of obligations in preparation for vouchering
  • Coordinates transactions and works with budget, and Divisions, to ensure that the Chart of Accounts, OCAs, PIDS, etc. are utilized; Advises, interprets, and counsels employees and customers on accounting policies and procedures related to areas of responsibilities
  • Coordinates efforts with vendors, Purchasing Office, FBO Accountants, and other related areas, to ensure orderly, timely and proper handling of disbursements
  • Works with Budget and Revenue Units to identify and resolve errors that impact program budget
  • Responds to vendor and staff inquiries on payments of obligations, both verbally and in writing

 

Monthly and Annual Operations:

  • Reconciles records of expenditure discrepancies to ensure all invoices and supporting documents are accurate; Completes necessary adjustments/corrections as required
  • Manages financial activity, trends, and reporting to assure compliance with funding requirements and efficient utilization of funding
  • Completes all required financial reporting in accordance with federal and state rules, policies, and procedures
  • Assists in and completes state fiscal year-end accounting requirements

 

Managerial Duties:

  • Works collaboratively with staff on development of new financial systems and policies; Creates and provides training for new/updated policies, financial system procedures, systems of record and audits
  • Provide weekly performance updates to management to ensure efficient utilization of audits and timely processing in compliance with prompt payment rules and guidelines for the state of Florida; Develops and maintains programmatic expenditure tracking tools and spreadsheets
  • Assist with creating reports, visualizations, executive briefings, and other management summaries to support program operations and management decisions

 

Performs other duties as assigned

 

Knowledge, Skills and Abilities required for the position:

  • Knowledge of accounting and auditing principles, methods of reviewing and analyzing financial data, and basic management principles and practices
  • Knowledge of Florida Reference Guide to State Expenditures
  • Ability to assess budgetary needs and formulate policies and procedures;
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities; to collect, evaluate and analyze data to develop alternative recommendations; and to document work and other activities relating to the improvement of operational and management practices
  • Ability to determine work priorities and ensure proper completion of work assignments;  to communicate in writing and verbal effectively; to work independently, to solve problems and make decisions; and, to establish and maintain effective working relationships with others, 
  • Proficient in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat
