PREFERRED QUALIFICATIONS (not required):
- Education level – Bachelor's degree with major in accounting, finance, business admin./management, or related field

GENERAL POSITION DESCRIPTION:
This is a professional supervisory position of significant scope and complexity, requiring independent judgment while performing technical, analytical/accounting and customer service functions relating to Financial Reporting and other financial accounting operations. This position manages three Senior Financial Analysts and reports to the Accounting Director.
ESSENTIAL DUTIES:
- Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
- Manage a team of three Senior Financial Analysts
- Possess a comprehensive understanding of all functions in each of the unit’s area of responsibility, including:
- Monthly, Annual (ACFR) and year-end financial reporting process
- Creation of weekly and adhoc reports as needed
- Review, verification and mailout process for the annual 1099’s for the retailers
- Retailer sweeps process
- Reconciliation Process
- All access controls related to financial systems
- Obtain a working knowledge of each of the financial and department systems including Fortune, ARS, FLAIR, WEBI and PALM when deployed, etc.
- Prepare the Annual Comprehensive Financial Report (ACFR)
- Coordinate any Financial Audit Requests from the Auditor General, OIG, OPPAGA, with Accounting Director
- Continuously engage verbally with all of your program staff and always be available for support and guidance.
- Take an active role in resolving problems as they occur in the unit and keeping the Director apprised of the status.
- Prioritize and distribute the unit’s workload in order for deadlines to be met.
- Cross train staff to create sufficient backup when individuals are out of the office.
- Set expectations with each staff member in the Financial Reporting Unit.
- Address all personnel issues in the unit as they occur and work with the Accounting Director if necessary
Knowledge, Skills, and Abilities
- Ability to prepare and maintain a variety of accounting records.
- Ability to analyze and interpret accounting data.
- Ability to prepare financial statements and reports, and the supporting schedules and documentation.
- Ability to prepare financial reconciliation reports.
- Ability to understand and apply applicable rules and regulations to the preparation of financial statements and reports.
- Knowledge of accounting principles and practices.
- Knowledge of Financial and Governmental accounting principles and standards.
- Knowledge of generally accepted accounting principles, practices, and procedures.
- Ability to analyze, research, report and interpret accounting data.
- Ability to understand and apply the appropriate rules, regulations, policies and procedures relating to an accounting program.
- Working knowledge of Microsoft Office software products including WORD and EXCEL
- Knowledge of the Florida Accounting Information Resource Subsystem (FLAIR) reports.
- Knowledge of the department’s internal financials and other operational systems such as ARS, Fortune, WEBI, etc.
- Ability to establish and maintain effective working relationships with others.
- Ability to determine work priorities, assign work and ensure proper completion of work assignments.
- Ability to communicate effectively verbally and in writing.
- Ability to maintain confidentiality.
