Requirements:

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Work at the FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

 

 Minimum Qualifications:

  • Eight (8) years of experience in government accounting, four (4) of which must have been in financial reporting, financial analysis, or financial management or
  • Bachelor’s degree in accounting, finance or related field from an accredited college or university and four (4) years of experience in financial reporting, financial analysis or financial management.

 

Preferred Qualifications:

Preference will be given to candidates with two (2) years of supervisory experience.



Duties and Responsibilities include:

Daily Operations:

  •      Manages submission of unencumbered invoices for review for processing of all payment obligations; Reviews financial coding related to unencumbered payments and formal encumbered contracts; Reviews ChartField String, and applicable Chart of Accounts in preparation for vouchering in FL PALM
  •      Coordinates transactions and works with budget, and Divisions, to ensure that agency specific required Chart of Accounts, OAI, OA2, Project ID, SpeedKey etc. are utilized; Advises, interprets, and counsels employees and customers on accounting policies and procedures related to areas of responsibilities
  •      Coordinates efforts with vendors, Purchasing Office, FBO Mangers, and other related areas, to ensure orderly, timely and proper handling of invoices
  •      Works with Budget and Revenue Units to identify and resolve errors that impact program budget
  •      Responds to vendor and staff inquiries on payments of obligations, both verbally and in writing

 

Monthly and Annual Operations:

  •      Reconciles records of expenditure discrepancies to ensure all invoices and supporting documents are accurate; Submit any necessary adjustments/corrections as required utilizing PALM IU module.
  •      Manages invoice submission activity, trends, and reporting to assure compliance with funding requirements and efficient utilization of funding
  •      Completes all required financial reporting in accordance with federal and state rules, policies, and procedures
  •      Assists in and completes state fiscal year-end accounting requirements within FL PALM

 

Managerial Duties:

  •      Supervises employees by managing workloads, reviewing progress, and assessing performance
  •      Works collaboratively with FBO management on development of new financial systems and policies; Creates and provides training for new/updated policies, financial system procedures, systems of record and audits
  •      Provide weekly performance updates to management to ensure efficient utilization of audits and timely processing in compliance with prompt payment rules and guidelines for the state of Florida; Develops and maintains programmatic expenditure tracking tools and spreadsheets
  •      Attend and participate as applicable to FL PALM training. Assign training courses in FL PALM as applicable to staff.
  •      Assist with creating reports, visualizations, executive briefings, and other management summaries to support program operations and management decisions

Knowledge, Skills and Abilities required for the position:

 

  • Knowledge of accounting and auditing principles, methods of reviewing and analyzing financial data, and basic management principles and practices
  • Knowledge of Florida Reference Guide to State Expenditures
  • Ability to assess budgetary needs and formulate policies and procedures
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities; to collect, evaluate and analyze data to develop alternative recommendations; and to document work and other activities relating to the improvement of operational and management practices
  • Ability to determine work priorities and ensure proper completion of work assignments; to communicate in writing and verbal effectively; to work independently, to solve problems and make decisions; and, to establish and maintain effective working relationships with others
  • Proficient in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat
