Position Overview and Responsibilities:
This is a highly responsible position in the Bureau of Financial Management Services (FMS). This position directly supervises staff within the Disbursements section. Manages the paying of all invoices, and accounting related mail pickup and distribution. Manage and supervise all Disbursements operations including payment of contracts, Fixed Capital Outlay, travel expenses, Pcard charges, internal and GAA transfers, and other day-to-day activities in Disbursements. Ensure functions of daily operations within the section are in compliance with strategic plan objectives, performance measures, and operational procedures and policies. Establish and maintain accounting systems and controls that promote and encourage compliance with the requirements of GAAP.Coordinate and perform ongoing reviews of financial analysis to ensure maximum efficiency and productivity. Provide financial information to divisions and program areas.Assist with the implementation of Florida PALM and other initiatives in the bureau.
Disbursements:
- Management and review of policies and procedures related to disbursement activities. Conduct meetings with staff to ensure disbursement-related policies and procedures are updated.
- Process the appropriate FLAIR transactions for transfers and expenditure moves or corrections.
- Provide recommendations to Financial Reporting staff for changes to set files for expenditure transactions.
- Voucher Management and Scanning: This includes ensuring all voucher documentation is up to date and accounted for. Ensuring all checks have been received and payments are posted as directed. Research and correct discrepancies in voucher packets.
Supervision:
- Effectively supervises the performance of direct reports to ensure division and agency performance goals are met or exceeded and comply with the Department’s employment policies and procedures and the State’s statutes and rules.

Knowledge, Skills, and Abilities:
- Knowledge of Financial Accounting Policies and Standards
- Knowledge of FLAIR expenditures
- Knowledge of contract management and procurement and purchasing.
- Knowledge of cost accounting and cost allocation principles
- Ability to work within FLAIR Accounting System, MS Excel, MS Word, MS PowerPoint
- Ability to plan and organize work assignments and delegate as required

Minimum Qualifications:
- A bachelor’s degree in accounting or other business-related field.
- Five years of management and supervisory experience.
- Five years of accounting experience.
- Three years of FLAIR accounting.
- Experience using Excel preferred.
