Your Specific Responsibilities:

This position assists in the providing analytical support for the design, maintenance and enhancement of departmental systems related to the department’s accounting and finances.  The position is responsible for writing, coding, testing and maintaining computer programs/reports related to the Division of Administration .  The person in this position will report to the Financial Manager I – SES

 

Processing the validation of data received from multiple in-house users, working with these file submitters on data problem resolution, generating final submission data files, ensuring that the files have been included in the Systems' FTP application, and ensuring the proper processing of this FLAIR transaction data.

 

Responsible for the timely set-up and any necessary user resets of security and related profiles for FLAIR DACA access, FLAIR RACF (NASSAM), FLAIR RDS, FLAIR Information Warehouse and MRE.

 

Responsible for performing the review and necessary record update processing related to the monthly FLAIR Access Control I RACF I Employee Termination audit, for the generation of the semi-monthly Prompt Payment Compliance Reports, for the processing the reallocation of People First expenditures/service assessments, for the daily OCA data conversion for the Division of Disability Determination, and for the daily operation of Systems' FTP application.

 

Creates, modifies, and maintains documentation for the technical and operational requirements and desktop procedures related to AFAM’s FLAIR transaction validation and submission processing as well as other tasks, activities, and purposes.

 

Develops and writes standard and ad hoc programs, including FLAIR Mainframe programs in DACN and the Information Warehouse. to perform data extractions or reporting functions from various sources as required by management to monitor or correct departmental financial systems, or to provide data and reports to external entities such as the Office of the Governor, DOH Executive Management, and auditors.

 

Develops, writes, tests, debugs, documents, and maintains computer programs to automate department financial functions.

 

Completes special projects, performs other related duties and special projects as required.

 

Required to travel, be available within two hours in case of emergency, and adhere to department, division and bureau policies and procedures

 

Required Knowledge, Skills, and Abilities:

Knowledge of data processing principles, practices and techniques applicable to large scale computer systems.  Workable knowledge of SAMAS (FLAIR) and ability to program in Natural, Microsoft Access, Visual Basic and SQL Server.  Ability to design, develop, test and implement systems of accounting or budgetary nature.
