Minimum Qualifications:

  • Five (5) years of experience in accounting or financial management, two (2) of which must have been experience with processing revenues, expenditures, billing or financial reports, or
  • Bachelor’s degree in accounting, finance or related field from an accredited college or university and one (1) year of experience with processing revenues, expenditures, billing or financial reports can substitute for the required experience.

 

 

Requirements:

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.

Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Position Overview and Responsibilities:

Primary responsibilities will relate to auditing and reconciling expenditures in the Financial Management Unit.

  • The incumbent will be required to complete training and attain proficiency in the Florida PALM accounting system to effectively fulfill the responsibilities of this position.
  • Reviews Expenditure moves and correcting entries as received, tracks, researches and processes all incoming expenditure move requests submitted by FWC Divisions/Offices in a timely manner. 
  • Accurately processes expenditure moves as requested using transactions 51and 58/IU.
  • Reconciles moves performed In FLAIR to ensure accuracy.
  • Use immediate report function in FLAIR, RDS reports and MRE reports in WebFocus/PALM/DW/BI in order to document reason for corrections.
  • Inform supervisor in a timely manner of issues that may become a potential problem. Timely maintain and update Financial Management Tracking System SharePoint site daily.
  • Reviews Encumbrance request for accuracy, tracks, researches, and processes of all incoming contract encumbrance requests submitted by Contract Section and/or FWC Divisions/Offices.
  • Accurately processes encumbrances using transactions 60s/PO.
  • Updates encumbrances for budget updates and/or releases using transaction 6SU and communicates with appropriate staff.
  • Updates tracking system as needed.
  • Reviews Revolving Fund request for accuracy, prints checks and maintains check register using the accounting software.
  • Reconciles the checks written to the FLAIR/PALM revolving fund subsidiary ledgers, prepares deposits and bank reconciliation reports for audit by the reconciliation accountant.
  • Performs script/batch uploads to FLAIR/PALM, including uploading correcting entries and budgetary allotment entries.
  • Develops reports and other outputs/information extracts to support Commission financial analysis and reporting needs.
  • Accurately and timely conducts FLAIR monthly and year-end closing procedures.
  • Performs as Finance and Accounting (F&A) approver in Ariba on Demand (AOD).
  • Sets up year-end payables.
  • Performs other duties as assigned.

 

 

Knowledge, Skills and Abilities required for the position:

  • Knowledge of accounting and auditing principles, methods of reviewing and analyzing financial data, and basic management principles and practices
  • Knowledge of Florida Reference Guide to State Expenditures
  • Ability to assess budgetary needs and formulate policies and procedures
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities; to collect, evaluate and analyze data to develop alternative recommendations; and to document work and other activities relating to the improvement of operational and management practices
  • Ability to determine work priorities and ensure proper completion of work assignments; to communicate in writing and verbal effectively; to work independently, to solve problems and make decisions; and, to establish and maintain effective working relationships with others
  • Proficient in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat
