Minimum Starting Salary: $1,901.36 bi-weekly (In accordance with current spending restrictions, an internal promotion will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)
DUTIES AND RESPONSIBILITIES:
This is a professional lead accounting and auditing role with significant regulatory responsibilities under Chapter 60K 15, Florida Administrative Code. This position analyzes and interprets contractual agreements in accordance with fiscal and auditing compliance standards and adherence to Section 215.422, Florida Statutes (Prompt Payment Compliance Law), and Section 112.061. Consults and coordinates communication between Accountability & Program Support and Department of Financial Services (DFS) on expanded audit and settlement agreements to process requests and financial obligations. Provides technical assistance to resolve issues and ensure timely vendor and provider payments. Provide guidance to program managers regarding budgeting, reporting, and grant management. Supports strategic planning initiatives by producing financial models and cost benefit analyses.
Coordinates disbursements, pre audit, and audit functions, including adjustments to encumbrance and expenditure. Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and General Accepted Auditing Standards (GAAS) to audit and analyze accounting transactions, agreements, and reports. Ensures compliance with state and federal financial regulations, procurement rules, including DFS Reference Guide to State Expenditures. Participates in the development and implementation of internal controls, fiscal policies, and financial procedures. Responds to DFS expanded audit and contract audit requests, serving as co-custodian of the Contract Audit System. The incumbent serves as a key resource in analyzing accounting data, reporting, compliance, and program support. Ensuring fiscal data integrity and adherence to state and federal requirements. Perform independent and complex accounting functions involving local funds and governmental funds. Monitor and reconcile the allotments and encumbrances of assigned contract, Fixed Capital Outlay (FCO) and process journal transfers. Act as a backup in communication to various sectors. Monitors contracts to ensure compliance with approved budgets, spending plans, and legislative intent. Identifies potential financial risks and recommends corrective actions. Reviews program funding requests and provide recommendations based on historical spending patterns, performance metrics, and policy priorities.
Serves as the lead in the absence of the Finance and Accounting Director. Maintains and reconciles encumbrances and expenditures in FLAIR to DFS contract reporting systems FACTS. Monitor and reconcile internal contract system CTS and SABCON reports. Prepare reports reflecting the results of audit work and financial analysis.
Performs other duties as required.
