Your Specific Responsibilities:
This position independently applies professional accounting techniques in the performance of difficult accounting work involved in the Reconciliation of Florida Accounting Information Resource (FLAIR) Records with the Department of Financial Services (DFS) Appropriation Ledgers for the Department of Health (DOH). This position is responsible for the reconciliation of accounting records for complex budget entities, involving multiple general ledgers and related subsidiary accounts. The incumbent must have a working knowledge and understanding of DFS and departmental accounting procedures, including types of transactions, transaction requirements and use, content and arrangement of reports, coding schemes, DOH peripheral accounting systems input, and the relationship of accounts used in the DFS and FLAIR ledgers.
Perform the analyst role for the reconciliation of the Department's accounting records to the Department of Financial Services appropriation ledgers; compiles information from FLAIR, which includes accounting data recorded by 67 county health department trust funds and all other DOH trust funds and General Revenue. Uses the Department's automated reconciliation system to balance departmental transactions with state account balances.
Complete the reconciliation for 100% of DOH’s trust funds and monitor to ensure completion. Resolve any discrepancies between Departmental and State Account records.
Process 100% of expenditure corrections and p-docs (warrant cancellations, salary adjustments, DMS insurance adjustments, etc.) for County Health Departments and Central Office program areas as well as monitoring the consortiums and Stand-Alone CHDs to ensure completion.
Execute the monthly and daily dual-year Automated Reconciliation System. Verify Departmental and State Accounts cash balances each month and daily during dual-year processing. Troubleshoot any issues with the automated process with the information technology support staff.
Provide technical assistance to fiscal offices, auditors, and others responsible for reconciliation, or analyses of accounting records and reports as required.
Perform training for CHDs and new employees in the section on the reconciliation process, analyzing data and choosing the appropriate correcting entry to process to reconcile to State Accounts. Assist reconciliation unit supervisor in preparing various materials and presentations in relation to the reconciliation.
Routinely research and analyze accounting documents affecting reconciliations to initiate memorandums and adjustment advice to ensure reconciling items are eliminated as soon as possible. Process corrections request received from the Office of Budget and Revenue Management section.
Complete special projects, perform other related duties and special projects, as required.
Required Knowledge, Skills, and Abilities:
Knowledge of data processing principles, practices and techniques applicable to large-scale computer systems. Knowledge of accounting policy, practices and procedures. Detail knowledge of FLAIR. Knowledge of basic management principles.
