DUTIES AND RESPONSIBILITIES:

This position functions as the subject matter expert (SME) and system administrator for multiple statewide and agency financial, accounting, and enterprise systems. The incumbent provides system access management, troubleshooting, reporting, data management, and end-user support for Finance and Accounting operations. The position acts as a liaison between program areas, Information Technology, and statewide system administrators to ensure system integrity, security, compliance, and continuity of operations. Ensure accuracy, consistency, and compliance with statewide financial system requirements.

Serves as the Florida Accounting Information Resource Subsystem (FLAIR) Report Distributions System (RDS) and Information Warehouse (IW) Administrator. Coordinates the scheduling and maintenance of reports and utilities in RDS; EOS and IW. Schedules and maintains FLAIR and other financial reports, utilizing Natural Programming, RDS, IW, and Microsoft Language Structured Query (SQL) Server Programming. Coordinates with the FLAIR User Group and serves as the Departmental FLAIR liaison between functional business units.  Administers and maintains Resource Access Contract Facility (RACF) security records. Acts as the Security Access Manager for Florida PALM. Administer system access for FLAIR@DJJ, payroll applications, and other related systems, including account creation, modification, resets, and deletions. Serve as STMS Administrator in coordination with the STMS Disbursement Supervisor and Information Technology staff. Provision and manage user access, provide technical assistance, and troubleshoot STMS system issues. Submit and track system issues with DMS–STMS and coordinate resolution efforts. Coordinate Federation ID verification and provisioning processes with the Bureau of Information Technology. Utilize Azure Portal to manage Federation IDs and Active Directory; perform manual role assignments when automated synchronization processes fail.

 

Design and execute batch uploads to FLAIR using Software AG Designer. Develop ad hoc reports and data queries using WebFOCUS and FLAIR@DJJ. Maintain and update project and financial data in FLAIR and the SharePoint Work Order System at the request of the Bureau of Budget and Program Offices. Perform annual Maximus data extracts for the Budget Office. Ensure adherence to statewide security policies and internal control standards. Process employee separations by promptly rescinding system access to maintain security and compliance. Maintain the Bureau various email groups and the internal webpage to ensure it is accurate. Identify improvements and take the necessary step to make the change.

 

Assists with year-end payroll certified forward in compiling and organizing the payroll data to process for the Departmental transaction records. Prepare spreadsheet-based analytical based on user requirements. Provide system training and real-time user support via Microsoft Teams and other approved platforms. Develop and maintain training materials and system documentation, including STMS UMC and Azure integration processes. Create and maintain electronic forms using Adobe Acrobat and Microsoft Word. Provide cross-functional technical assistance to bureaus and program areas as needed.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

Accounting Information Resource (FLAIR), Statewide Travel Management System (STMS) and Florida PALM - system security, access controls

Azure Portal and Active Directory administration

Enterprise reporting tools such as RDS, EOS and WebFOCUS

Ability to:

  • Utilize automation methods to obtain informational reports

  • Communicate technical information clearly to non-technical users
  • Establish and maintain effective working relationships with others
