POSITION SUMMARY:
The Accounting Services Supervisor oversees the daily operations of the Division's accounting functions, ensuring the accurate and timely processing of financial transactions and compliance with applicable laws, regulations, policies, and procedures. This position supervises and develops accounting staff, provides technical guidance, supports financial reporting and auditing activities, and promotes efficient and effective accounting operations. The incumbent exercises independent judgment in resolving operational issues and escalates complex matters to the Operations Manager as appropriate.
DUTIES AND RESPONSIBILITIES:
- Manages daily accounting operations and workflow to ensure efficient division performance.
- Provides guidance on accounting procedures and ensures compliance with applicable laws, policies, and processes, including revenue and expenditure activities.
- Manages functions that support the agency’s accounting goals and staff development.
- Provides leadership through fair, respectful, and effective supervision, fostering two-way communication to support both agency objectives and employee growth.
- Reviews Vouchers Schedules to ensure accuracy and completion of financial record and monitoring vouchers are processed in a timely manner on a daily basis.
- Audits invoices and processes payments including, but not limited to: state insurance, unemployment compensation, revenue service charge, retirement variances, and casualty & property insurance.
- Reviews voucher detail summary daily for all disbursements/deposits keyed as needed.
- Approves all accounting online entries and spreadsheet uploads in PALM.
- Responds to Department of Financial Services’ pre-and-post Audit requests and prompt payment compliance requirements in a timely manner.
- Prints, reviews and conducts any required analysis on daily, monthly, quarterly or yearly reports and resolves any issues identified.
- Serves as DOAH’s Business and Training Liaison for PALM implementation.
- Serves as backup for the MFMP Exceptions Handler and Invoice Manager roles and as the P-Card Administrator as needed.
- Serves as the backup for reconciling DOAH’s accounts and closing accounting months in FLAIR on a monthly basis.
- Assists with preparing financial statements and reports.
- Completion of the Annual Exposure Base Inquiry and Property Values Collection Surveys.
- Other related duties as assigned.

REQUIRED QUALIFICATIONS:
- Must possess a high school diploma or the equivalent.
- Three years of State of Florida accounting or auditing experience with the State of Florida.
PREFERRED QUALIFICATIONS:
- Experience working in FLAIR.
- Experience working in the Works application.
- Experience working in the MFMP application.
- Experience working in the STMS application.
- Experience reconciling state government funds.
- Knowledge of the statutory requirements for state travel.
