Your Specific Responsibilities:
This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning, and directing their work, approving leave, and taking disciplinary action as appropriate.
This position assists in providing support for the administration of the purchasing card program for the Department, adding vendors to the Statewide Vendor File in FLAIR, preparing reconciliation reports on a semi-monthly basis as well as performing backup duties for several key positions within the Financial Management Section.
Downloads and assigns Purchasing Card Charge Audits to staff. Reviews responses to the Purchasing Card Charge Audits prepared by staff to include all required backup documentation to support the charges.
Prepares and monitors the “sweep function” report and assist applicable department staff with uploading the required documentation to the transactions. Also monitors the Group Approval Rules Report provided by DFS to ensure group structure is correct.
Assists with the monitoring of cardholder accounts to ensure purchasing card expenditures are within the allowable limits and guidelines provided by the Department of Financial Services.
Acts as purchasing card liaison between cardholders statewide and the Purchasing Card Administration Unit (PCA) providing customer service as needed in the areas including, but not limited to card distribution, approval limits, charge approval, reconciliation procedures, and card cancellation.
Incumbent provides training as needed in the areas of new cardholder instruction, reconciliation procedures, and fuel purchases. Purchasing Card Analyst ensures that all attendees meet testing requirements as mandated by internal policy and accepted procedure prior to card issuance. Prepares and updates class schedules for web distribution as needed. Incumbent prepares training materials for card holders. Incumbent is the lead trainer for the Scope Audit team and administration staff pertaining to Purchasing Cards Works.
Distribution of all new cards received and monthly card renewals ensuring that all information is entered into the Purchasing Card Works System timely and accurately. Monitors all pending card stock to ensure cards are distributed within the internal guidelines set by the department. Cancels all cards returned to the PCA office or requested via fax or phone contact immediately upon request to ensure the security of the card and the overall vitality of the program.

Examples of Work
Advises management in the development of financial performance measures and standards of agency programs. Analyzes records of financial transactions to determine accuracy and completeness of entries.
Directs research into all aspects of regulation, including the effects of state and federal policies, pricing alternatives, alternative regulatory techniques, and other issues related to economic regulation.
Audits records and other financial documents and prepares reports.
Adapts accounting and record keeping functions to current technology of computerized accounting systems.
Directs and/or participates in pre-audit functions.
Required Knowledge, Skills, and Abilities:
Knowledge of FLAIR; Skilled in Microsoft products, especially proficient in EXCEL Ability to interpret and examine financial records and data, work independently, and communicate effectively
Qualifications:
Minimum - Proficiency with Microsoft Office, ability to communicate effectively both verbally and in writing, dependability and teamwork.
Preferred – TEAMS, People First, State of Florida Purchasing and travel processes.
