Requirements:
- Two (2) years of professional accounting experience with the State of Florida and two (2) years of banking experience.
- Must be proficient in the use of Microsoft 2007 Excel, Word, and Outlook.
Preferences:
- Two (2) or more years of accounting reconciliation experience.
- Two (2) or more years of experience in analyzing and resolving exception items, discrepancy items, and or correcting items in an accounting and/or banking environment.
- Two (2) or more years of experience dealing with the public and/or other state agencies.
- Bachelor’s degree in Accounting, Business, Economics and/or Finance.
This position requires a security background check, including fingerprint as a condition of employment.
The work hours are 8:00 am to 5:00 pm, Monday-Friday.

The anticipated salary for this position will be between $42,000.00 - $45,000.00. The salary may be commensurate with experience.
Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of accounting principles, practices and procedures. Knowledge of banking practices and procedures. Knowledge of the methods of data collection. Ability to review, analyze and evaluate data. Ability to analyze and review accounting policies, principles, standards and procedures. Ability to understand and apply applicable rules, regulations, policies and procedures relating to banking practices. Ability to communicate effectively. Ability to plan, organize and coordinate work assignments. Ability to work independently. Ability to utilize problem-solving techniques. Ability to establish and maintain effective working relationship with agencies and vendors.
BRIEF DESCRIPTION OF DUTIES:
Examine daily functions of the following systems:
- Monitor UC and Current Day EFT Notifications in Florida PALM updating transactions as funds are received by the financial institution to ensure transactions are prepared and ready for posting prior to the FLAIR 3:00 p.m. closing daily.
- Perform Treasury Concentration Account cash positioning activities between the financial institution and the Treasury Investment Section by analyzing bank data and reports by 8:30 a.m. daily.
- Coordinate banking activities for state agencies.
- Consult with state agencies and resolve posting discrepancies with the contracted financial institution.
- Review the requests for setting up new accounts and agency locations.
- Assist in maintaining databases containing new locations and update agency information, as required.
- Enter Inter-Bank wire transfer data into Florida PALM executed by the Investment Section.
- Perform Florida PALM end-of-day close for transactions submitted to Departmental FLAIR for processing prior to 3:30 p.m. daily.
- Assist in ensuring that a minimum of 85% of all Treasury Concentration Account deposits are verified within a minimum of 4 days of the bank deposit date.
Assist in coordinating banking activities for state agencies participating in the statewide Consolidated Revolving Account (CRA).
- Maintain database by adding new participants and updating participant information, as required.
- Provide prompt and efficient customer service activities for participants in the CRA; Resolve discrepancies immediately and take appropriate action to resolve.
- Research paid / unpaid items.
- Analyze CRA cash position and perform investment or disinvestment procedures in SPIA based on the account balance by 10:30 a.m. daily.
- Order deposit tickets and checks. Review orders for accuracy and distribute.
Serve as an integral team member of the Cash Management Section to provide back up for the various duties within the Section.
- Backup for processing and balancing the receipts verification functions.
- Process and balance EFT, Paper Check and Credit Card returned items.
- Assist other Accountants in the Cash Management Section by performing related work, as required.
Order Concentration Account deposit tickets, deposit stamps and deposit bags for state agencies within 2 days of request. Review supply orders upon receipt for accuracy and distribute.
Analyze and assist agencies in resolving unidentified EFT transactions and assist in the implementation of new ACH deposits into the agencies’ sub-accounts in the Treasury Concentration Account.
- Assist with the preparation of ACH payment forms and maintain the system updates.
- Act as liaison between the bank and agency in resolving all unidentified ACH, Credit Card and Wire Transfer transactions.
- Assist with review and submission of ACH and wire transfer reversals/returns within 5 working days of request.
Perform other tasks as directed within the Cash Management Section.
