MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university and one (1) year of administrative experience.
A master's degree from an accredited college or university can substitute for the required experience.
Administrative or clerical experience can substitute on a year-for-year basis for the required college education.
An equivalent combination of education and experience which equals five (5) years can substitute for the above requirements.

JOB DUTIES:
Performs related Administrative Assistant duties, which includes but is not limited to:
Assist the Poultry Program Manager in administering the National Poultry Improvement Plan (NPIP) as well as assist carrying out the goals and objectives of the avian health program which focus on disease surveillance, control, and eradication of outbreaks of dangerous transmissible poultry diseases. Specific duties include but are not limited to assist Poultry Program Manager with NPIP Biosecurity Audit Program to include meetings with production management and site visits to both commercial and backyard production farms, assist scheduling and coordinating Authorized Agent Training for district employees, review and approve or decline FL NPIP VS9-3’s for export. Review all NPIP VS 9-3’s incoming shipments to ensure meeting the state’s import requirements. Notify those who do not meet the state’s import requirements and that state’s NPIP official state agency, submit NPIP database request for participants that meet the criteria to access VS 9-3 forms, maintain state NPIP program: coordinates enrollment of new NPIP participants with the corresponding district. Verifies and issue NPIP cards for annual and biannual participants; assists with preparing the USDA cooperative agreements and providing information for quarterly accomplishment reports; assists with preparing weekly, monthly, quarterly, and annual reports as required; assists with preparing Annual NPIP report and Live Bird Market Working Group report; and the general public concerning poultry programs in the state and nationally; provides information related to avian and poultry diseases of concern; reviews records of all inspections conducted and ensures that each farm and/or hatchery is inspected the appropriate number of times yearly; assists with routine calls, issuing poultry permits, correspondence from industry and division personnel to address poultry program questions; reviews and approves or declines poultry import permit requests for compliance, issue poultry import permits and provides Avian permits to Agriculture Interdiction Stations, District VMO, District Supervisor and Poultry Program Manager.
Receives and maintains a variety of disease traceability documents, scans, files and distributes documents associated with Office of Agricultural Law Enforcement (OALE) issued quarantines to the district personnel, tracks all division quarantines from time of issue through release, posts changes to records, transmits correspondence, and transcribe formats. Maintains accurate filing system and computer records. Assists with public records requests. Compiles accurate data and prepares reports as needed or required by the division, to include required entry into the Monthly Report. Completes annual records retention documentation and destruction.
Answers telephones, responds to questions, takes messages and transfers call to bureau program managers and bureau districts, plus helps with cross-coverage, including the visitor/reception desk. Assists program manager. Effectively cross trains to be a support backup for programs that issue animal movement permits. Updates those databases as appropriate. Receives and maintains a variety of disease traceability documents, scans and files documents, posts changes to records, transmit correspondence, and transcribe formats.
Performs other related duties as required, including but not limited to assistance to other areas of the division as needed, orders office supplies and distributes mail, provides support to the Emergency Support Function (ESF)-17 operations as required during emergency situations and may serve as ESF-17 team member.
KNOWLEDGE, SKILLS AND ABILITIES:
- Ability to work well with others.
- Thorough knowledge and ability in entering data, creating tables and spreadsheets in Microsoft Word and Excel.
- Familiarity with using Microsoft Outlook, PowerPoint, the department intranet and the internet.
- Ability to create professional correspondence for supervisor, and quickly learn the department standards for business correspondence.
- Ability to understand and comprehend rules and statutes as they apply to poultry programs.
