Assist with the coordination and development of the Agency's Legislative Budget Request (LBR) in the form and manner prescribed in the instructions from the Executive Office of the Governor using the Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS) and the Florida Fiscal Portal.  This includes incorporating the policies and decisions issued by the Secretary, review and evaluation of legislative budget request proposals, exhibits, schedules, and any issues related to the submission of the Agency's LBR.

Assist with the development of the Agency's Approved Operating Budget and assist with ensuring consistency with the General Appropriations act (GAA) and the intent of the Legislature.  This includes the review, evaluation, and recommendation of how appropriations are to be allocated by the program to support the Agency's mission.

Coordinate and develop the Agency's spending plan for salary and rate by monitoring, reconciling, and tracking expenditures, corrections, allotments, and projections.  Conduct comparative analysis.  Monitor and project cash balances within trust funds.  Identify and analyze budget problems and develop recommended solutions for presentations to supervisor.  Make recommendations on personal action requests.

Organize and facilitate meetings with programs and ensure pertinent fiscal/budgetary materials and information are available for monthly Spend Plan review meetings, annual development of the Agency's Operating Budget meetings, and other meetings as necessary.

Monitor the non-operating appropriations to ensure sufficiency.  Research, develop, review, and monitor budget amendment request using the Budget Amendment Processing System (BAPS).  Maintain the amendment log and tracking of Agency's program flexibility.

Prepare the fiscal analyses for proposed and enrolled bills.  Monitor progress of legislation, committee and conference meetings, and other legislative activities.  Develop presentations related to the Agency's budget, as needed.

Assist with the preparation, coordination, and development of comparative analyses and reports of the Governor's Recommended Budget, House and Senate Proposed Budgets, and the General Appropriations Act in preparation of anticipated impact on the Agency.

Assist with startup exercises and special assignments from the Executive Office of the Governor.  Assist with the development of responses to inquiries from the Executive Office of the Governor, Legislative staff, and Agency staff.

Assist with the development and update of Agency manuals, operating procedures, and process flow charts related to analyst's functional area of budget management and control.

Assist with the development of a training program for Agency staff on budget related processes, such as the monthly Spend Plan, Salary and Rate report, and Other Personal Services (OPS) report.  Training program should also address the tracking and accountability of all expenditures for monthly reporting purposes.

Review and approve requisitions in the MyFloridaMarketPlace system within established guidelines and procedures.  Develop and provide reports regarding requistions/contract activity, cost performance and projected deliverables.  Research and compile information necessary for budget planning, monitoring, and accountability.

Performs other related duties and responsibilities as assigned.
