The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as the FDEM All-Hazards Incident Management Team (AHIMT) Program Manager, which is a highly professional position tasked with the development, implementation, and management of a statewide credentialing program for All-Hazards Incident Management Team personnel. This position is also the lead for the State’s Specialty Response Team (SRT) Program. The position implements various planning initiatives and strategic priorities established by Response Bureau leadership.
Duties for the position include, but are not limited to:
- Support state, county, and local officials with the continual development of the All-Hazards Incident Management Team and SRT programs and serve as the programmatic point-of-contact for FDEM.
- Represent the All-Hazards Incident Management Team and SRT Programs in meetings, conferences, and other activities.
- Manage the development, funding sources, and guides/plans for Florida’s five Regional All-Hazards Incident Management Teams and one State All-Hazards Incident Management Team.
- Coordinate, conduct, and attend the All-Hazards Incident Management Team Committee Meetings and SRT Coordination Calls.
- Coordinate, develop, implement, and update the All-Hazards Incident Management Qualification Program, to include the implementation of the Position Task Book System, Qualification Guide, and creation of new Position Task Books.
- Assist with the creation, development, and implementation of training and exercises for the All-Hazards Incident Management Team Program.
- Assist in the operational duties of the State Emergency Operations Center.
- Serve as a Liaison between FDEM and any All-Hazards Incident Management Teams deployed at the request of FDEM.
- Assist the State and Regional All-Hazards Incident Management Teams collect all required documentation for reimbursement after a deployment.
- Provide recommendations to the Executive Team regarding deployments of All-Hazards Incident Management Teams during exercises and real-world events or incidents.
- Develop training material for the All-Hazards Incident Management Team Program, Position Specific Task Book System, and the Qualification and Credentialing Program.
- Coordinate, develop, implement, and update the SRT Program, to include the identification of new teams to assess and creation of new best practices when it comes to assessing team capabilities.
- Coordinate with Regional Field assets to facilitate the delivery of SRT Capability Assessments statewide.
- Provide the Executive Team updates regarding the number and types of teams that have been assessed through the SRT Program.
- Perform other duties as assigned.
Incumbent must be able to deploy for extended periods with little to no advance notice anywhere in Florida or the United States, work nontraditional hours including weekends and holidays, and perform other duties as required. Travel requirements in support of emergency operations may be extensive in nature (e.g., weeks).
Knowledge, Skills, and Abilities:
- Knowledge of state, local, and federal responsibilities during disasters and the roles of the State Emergency Operations Center
- Knowledge of the principles of the National Qualification System (NQS)
- Knowledge of basic planning processes
- Skill in collecting, reviewing, and summarizing information with computer software
- Skill in basic to intermediate level graphic design
- Ability to communicate effectively, orally, and in writing
- Ability to create detailed reports and summaries
- Ability to operate a personal computer, the Microsoft Office suite, and conduct internet research
- Ability to multi-task, prioritize, and perform effectively under stressful conditions for extended periods of time
- Ability to work both independently and as a member of a team
- Ability to work non-traditional hours during emergency activations and perform some travel
- Ability to travel and/or work in a field environment during disaster conditions, when necessary
- Ability to lift 50 pounds without assistance
Minimum Qualifications:
- A minimum of four years’ experience in Emergency Management, training, planning, or a related field, A post-secondary degree from an accredited institution in any of the before-mentioned fields may substitute for the required experience on a year-for-year basis.
- Experience using Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate FDEM enterprise business systems.
- One year of planning and documentation experience.
- Valid Driver’s License.
