Position Summary
This is an application development supervisor position that directs and defines, develops, tests, analyzes and maintains software applications in support of the achievement of business requirements. This includes the following:
The Work You Will Do
- Supervises, monitors, trains, communicates with and evaluates employees: planning and directing their work: having authority to hire, transfer, suspend, assign, reward, and/or discipline subordinate employees or effectively recommend such actions.
- Assists in the definition, development, and documentation of the business requirements, objectives, deliverables, and specifications needed to develop new software programs and applications.
- Provides maintenance and support to existing APD Information Technology business applications.
- Liaise with network administrators, database administrators, systems analysts, and business owners to assist in resolving problems with applications/programs.
- Designs, runs, and monitors software performance tests on new and existing applications for the purposes of correcting errors, isolating areas for improvement, and general debugging.
- Writes programming scripts to enhance functionality and/or performance of existing APD applications as necessary.
- Performs other related duties as assigned.
Minimum Qualifications
- 7 years’ experience in development and implementation of n-tier web applications using C#.NET, VB.NET, XML, Web Services, ADO.NET, VB Script, Java Script, Visual Studio.NET, SQL Server and IIS.
- Experience with the complete software development lifecycle phases, analysis, design, development, testing, implementation and maintenance of n-tier web applications.
- Experience with development of stored procedures, triggers and SSIS packages using SQL Server.
Knowledge, Skills, And Abilities
Knowledge of:
- Development of COM objects and Distributed Computing using Web Services.
- Entity Framework, MVC, Mobile Application Development, DevOps, and Azure Cloud Deployment.
- Creating and maintaining data interfaces between various platforms using various data formats.
Ability to:
- Interact with clients for requirements gathering.
- Build test matrices for system testing.
Demonstrate Skills in:
- Object-oriented programming.
- Using version control methods and associated software tools.
- Using reporting tools such as Crystal Reports and SQL Reporting Services.

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program. Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.
Background Screening Requirement
