Position Overview and Responsibilities:
The Applications Development Manager reports to the Enterprise Solutions Manager and leads the agency’s applications development team. This position serves as the primary technical architect for the unit, responsible for the design of application environments and the technical configurations to support in-house and cloud-based solutions. In addition to overseeing developers and business analysts, the Manager guides the transition of legacy systems to modern low-code or no-code platforms and provides strategic oversight of business automation initiatives to enhance operational efficiency and support organizational goals.
Knowledge, Skills, and Abilities:
Technical Leadership: Demonstrated experience managing application development teams within complex, hybrid IT environments, including cloud platforms (e.g., Azure, Oracle Cloud Infrastructure - OCI, or similar) and on-premise infrastructure. Ability to provide strategic guidance, oversee modernization efforts, and balance operational priorities.
Software Development Lifecycle & Process Improvement: Strong expertise in software development lifecycle (SDLC) methodologies, agile practices, and process improvement initiatives, with experience guiding projects from legacy systems to cloud-based and low-code solutions.
Database & Integration Expertise: Knowledge of relational databases, SQL, and database administration concepts. Skilled in designing, optimizing, and maintaining queries, as well as applying system integration patterns including REST APIs, middleware, and ETL processes.
Low-Code/No-Code Platforms: Proficiency with low-code/no-code development platforms (e.g., Airtable, Monday.com, Microsoft Power Automate, Salesforce) to design, develop, deploy, and support custom applications, automated workflows, and integrations. Includes data modeling, custom form development, and creating interactive dashboards and user-friendly interfaces.
System Analysis & Implementation: Ability to analyze complex business processes, gather and translate technical requirements, and implement automated solutions that increase efficiency and reduce manual tasks across distributed computing environments.
System Architecture & Design: Knowledge of enterprise-level software architecture, including the ability to design scalable application environments and define technical configurations for hybrid cloud and on-premise systems.
Infrastructure Strategy: Skilled in evaluating and implementing technical solutions that bridge the gap between application code and the underlying hosting environment to ensure high availability and performance.
Application Security & Compliance: Knowledge of enterprise security best practices, data governance standards, HIPAA requirements, and accessibility policies. Skilled at ensuring application security, data integrity, and regulatory compliance in all deployed solutions.
Troubleshooting & Support: Ability to diagnose and resolve technical issues across multiple platforms, manage concurrent development and support tasks, and provide training or guidance to end users.
Collaboration & Stakeholder Management: Demonstrated ability to effectively collaborate with internal stakeholders, IT teams, agency executives, and vendors. Skilled at translating technical concepts into business-aligned solutions and maintaining clear communication across cross-functional teams.
Documentation & Knowledge Sharing: Proficient in creating technical documentation, including user guides, process documentation, and system procedures, ensuring knowledge retention and effective team onboarding.
Minimum Qualifications:
Professional Experience:
- Minimum of five (5) years of progressively responsible experience in application development, systems analysis, or enterprise systems support.
- At least two (2) years supervising technical staff or leading development teams.
Hybrid IT Environment:
Experience supporting database-driven applications in hybrid IT environments, including cloud platforms (e.g., Azure, AWS, or similar) and on-premise infrastructure.
System Integration & Development:
- Experience designing, implementing, or maintaining integrations using APIs, web services, or ETL processes.
- Experience participating in or leading projects through the full software development lifecycle (Agile, Waterfall, or hybrid methodologies).
Architectural Design Experience:
- Experience in a lead or supervisory capacity designing technical architectures for enterprise-scale applications.
Environment Configuration:
- Demonstrated experience configuring and managing application environments within cloud platforms (e.g., Azure, AWS) or distributed computing environments.
Business Collaboration:
- Demonstrated ability to work with business units and stakeholders to translate operational requirements into technical solutions, ensuring alignment with organizational priorities and compliance standards.
Microsoft Tools & Low-Code Platforms:
Hands-on experience with Microsoft development and productivity tools, including:
- Source Control (Git, Azure DevOps)
- Visual Studio / VS Code
- PowerShell scripting
- PowerApps, Power Automate / Flows, RPA
Education & Certifications (Preferred):
- Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field.
- Professional certifications such as Microsoft Certified: Azure Developer Associate, Microsoft Power Platform Developer, ITIL Foundation, Azure Solutions Architect Expert.
