DESCRIPTION

 

This position will function as an application systems analyst on a small but highly energetic and talented team of software developers, business analysts, and project managers.  This position will contribute to the development, configuration, and delivery of new information systems and interfaces; as well as the daily support, maintenance, and enhancement of existing information systems and interfaces to directly support the department's mission.

This position will work with customers and stakeholders and help define application software and interface requirements, complete business and technical process modeling, perform data analysis, develop data migration and/or data update scripting, ensure compliance to business and technical requirements through quality testing and evaluation of software releases and coordinate software releases. The incumbent achieves operational objectives by implementing quality and customer-service standards, resolving problems, determining system improvements, and implementing change.

It's a busy and exciting time for our department.  We’re engaged in several major modernization projects and Office of Information Technology Services (OITS) is deploying a variety of new enterprise tools (e.g., an enterprise data warehouse, an enterprise application services bus, rules engine tools, a document management system, a new service management platform, etc.) to support modern application development and support.  We’re looking for people to join our team who are hungry, humble, and smart.

 

EXAMPLES OF WORK PERFORMED

  • Produce and/or coordinate the production of business case, high-level and detailed functional and/or semi-technical requirements for development or enhancement of information systems and interfaces (data integration). 
  • Produce and/or coordinate the production of system and screen designs, logical database models, report design, interface design, and conversion plans.
  • Coordinate and complete low-code application configurations.
  • Coordinate and assist with system and data integration initiatives.
  • Triage and analyze application and data issues using techniques such as SQL queries, ad hoc reporting, and targeted testing.
  • Develop data migration plans, specifications, and processes.
  • Develop and execute or coordinate execution of data update scripts.
  • Consult with other professional staff, management, developers and business area liaisons during analysis, design and development of information systems projects.  Modify or clarify requirements as needed. 
  • Prepare, coordinate, or assist in the preparation of detailed system and user acceptance test plans for system development activities. 
  • Review and validate system test execution and results.
  • Assist business analysts in the facilitation and execution of user acceptance testing and communicate errors or omissions in programming to the development team.
  • Document procedures for deployment (implementation plans) of products in a manner such that future deployments and redeployments are repeatable with a high degree of success.  Perform implementations in lower environments. Coordinate and validate production deployments.  
  • Identify and report project issues and communicate status to management.
  • Identify opportunities for improving quality and efficiency of services.
  • Assist business analysts in the preparation of user documentation or instructions.  Conduct or provide systems related materials for training of staff. 
  • Ensure that entries into the change management tracking system(s) are well written, complete and up to date.
  • Provide technical and consultative support to the section Manager.  This support varies from project to project.  It may be in the form of monitoring visible initiatives, performing risk management, conducting technical research and feasibility studies, managing special projects or performing special tasks. 
  • Participate in planning for department IT strategic needs, including meetings, estimating, and analysis to support legislative budget requests, plans, and alignment of customer needs and agency strategy.
  • Participate in post-implementation quality assurance, troubleshooting, issue resolution, and production support.
  • Participate in continuing self-improvement and professional development by completing all assigned training within designated time periods and proactively pursuing opportunities for professional and personal growth.

MINIMUM QUALIFICATIONS

 

  • A minimum of 2 years of experience in Information Technology providing application development and support services
  • A minimum of 2 years of experience creating and maintaining objects in SQL Server or Oracle databases
  • A minimum of 2 years of experience developing and maintaining applications using .NET

PREFERENCES

 

  • A bachelor’s degree (or higher) in Information Technology or a related field
  • 1 or more applicable information technology certifications
  • 2 or more years of experience writing SQL queries, stored procedures, views using MS SQL server
  • 2 or more years of experience developing and maintaining applications using .NET tools including C#.NET, Bootstrap, MVC, etc.

  • Knowledge of computer programming and systems analysis and design principles and practices
  • Knowledge of techniques of systems analysis and design
