Total Compensation Statement

Duties and Responsibilities

This position is a member of a fast-paced team focused on application development. Business areas supported include, but are not limited to, Motorist Services (Driver License and Motor Vehicle and the Florida Highway Patrol.


This position will be using advanced programming techniques and will be expected to work with numerous technologies including, but not limited to:

  • C#.NET (Latest versions of Visual Studio,, MVC, Single Page Applications, Web Services), SSIS, SSRS, SQL Server and Oracle

Knowledge, Skills and Abilities

  • Knowledge of relational database design.
  • Knowledge of the concepts and theories of data processing and data communications.
  • Knowledge of agile application development techniques.
  • Knowledge of data privacy and protection initiatives.
  • Ability to effectively communicate verbally and in writing with peers, supervisors, subordinates, technical staff and users.
  • Ability to design, develop and test web-based applications and database driven applications using industry standard techniques and guidelines.
  • Ability to troubleshoot and resolve problems with existing applications.
  • Ability to utilize integrated development environment tools such as Visual Studio.
  • Ability to write, read and interpret technical specifications, test cases, and software requirements.
  • Ability in operating as a technical lead for application development teams.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Skill in deployment of web-based applications.
  • Skill in analyzing and interpreting technical data.
  • Skill in developing and executing unit and system tests.
  • Skill in Object Oriented analysis and design.
  • Skill in programming in Oracle and/or SQL Server databases.
  • Skill in using source code configuration management tools such as Team Foundation Server.


Preferred Qualifications

Preference will be given to applicants with experience using numerous technologies including, but not limited to:

  • C#.NET (Latest versions of Visual Studio,, MVC, Single Page Applications, Web Services), SSIS, SSRS, SQL Server and Oracle

Potential candidates will be required to first successfully pass a skills assessment.  Oral interview requests will be based on the skills assessment score. 


Job Related Requirements

The position you are applying is subject to a Level 2 background and CJIS security clearance, to include fingerprinting as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes.  As an applicant for positions requiring CJIS security clearance, you are required to disclose criminal records that have been sealed or expunged. 


Normal work hours are Monday through Friday, 8:00 a.m. – 5:00 p.m., although working on weekends may occasionally be required.  This position may also be on-call after hours and weekends and is eligible for overtime pay.  This position is telework eligible. 


General Information

The elements of the selection process may include a skill assessment and/or oral interview.


Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI.


The process for selecting applicant(s) for this position could take up to six months.  Following the six-month period, a new application must be submitted to an open advertisement in order to be considered for that vacancy.


HSMV employees are paid once a month on the last workday of each month.  All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
