Four (4) years of professional experience in Software Engineering, Information Technology, Business Administration, or related field is required. A post-secondary degree in those fields may be used as an alternative for the years of experience on a year-for-year basis.
Additional requirements:
- Three (3) or more years of leadership experience either managing teams or leading projects.
- Seven (7) or more years of software development experience as a .NET developer.
- Proficient to expert level proficiency as a .NET developer.
- Proficiency in the English language.
Preference:
- Experience using AI in development efforts.
Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of supervisory principles and practices, including recruiting, hiring, onboarding, performance evaluation, disciplinary actions, and separation processes in accordance with organizational policies and applicable regulations.
- Knowledge of advanced programming languages, web technologies, and application development frameworks (e.g., .NET, Java, C#, Python, SQL, HTML/XML).
- Knowledge of advanced application development platforms and tools such as RESTful service architecture, Visual Studio, Azure DevOps, HTML, XML, Crystal Reports, SQL, SSRS, Oracle SQL Developer, Eclipse, AI development tools or similar.
- Knowledge of software development lifecycle (SDLC), programming techniques, and object-oriented design principles.
- Knowledge of systems analysis and design, including data modeling, logical design, and modern application architectures (e.g., microservices, web-based systems).
- Knowledge of database management systems (e.g., Oracle, SQL Server, MySQL), system architecture, operating systems, and application integration concepts.
- Knowledge of secure coding practices, cybersecurity standards, and technical documentation principles.
- Skill in providing leadership, coaching, and team development with a focus on conflict resolution and effective performance management.
- Skill in designing, developing, testing, debugging, and maintaining complex applications and web-based systems.
- Skill in analyzing technical requirements and applying logical reasoning to develop effective solutions.

SPECIAL NOTES:
This position is not a Telework position and is required to report to the office located in Tallahassee, Florida.

The salary range for this position is $80,000.00 to $100,000.00 annually.
Employees of the Department of Financial Services are paid on a monthly pay cycle.
This position requires a security background check, including fingerprint as a condition of employment.

BRIEF DESCRIPTION OF DUTIES:
The Applications Systems Programmer III – SES serves as the senior technical authority responsible for the design, development, maintenance, and oversight of enterprise application systems supporting agency operations.
This position converts complex project specifications and business requirements into logical system designs and application programs. The incumbent develops, modifies, tests, and implements computer programs and system software used to process, store, retrieve, and manage organizational data.
The Applications Systems Programmer III – SES provides technical leadership to programming teams, coordinates development activities, and ensures application solutions meet organizational requirements for reliability, performance, and security. The position consults with management, engineers, analysts, vendors, and end users to clarify program objectives, resolve technical issues, and implement improved programming methods.
Supervises employees to include communicating with, motivating, training, and evaluating employees. Additionally, this position is required to plan and direct employees’ work and must recommend actions such as hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward, or discipline subordinate employees.
Provides technical leadership and ensures adherence to Bureau of Enterprise Applications standards and best practices. Mentors and guides developers, conduct code reviews, enforce programming and security standards, and participate in security assessments to protect systems and data.
Collaborates with teams across the Bureau of Enterprise Applications to provide technical guidance and mentorship in alignment with approved standards and best practices and contributes to the development and ongoing refinement of technical development standards.
Designs, develops, tests, and implements application systems and enhancements by applying programming techniques, modern application architectures, and full software development lifecycle methodologies to meet business and technical requirements.
Performs advanced systems analysis and solution design by evaluating business needs; developing and evaluating logical system designs, flowcharts, and diagrams; and translating requirements into efficient, scalable, and secure application solutions, including custom-developed, vendor-supported, or off-the-shelf systems.
Maintains and supports production and development environments by performing code builds, enhancing and maintaining existing applications, troubleshooting system and application issues, resolving performance problems, and ensuring system reliability and availability. Ensures development platforms and frameworks remain on supported versions, and coordinates the acquisition and contracting of software, services, and maintenance agreements as needed.
Develops, reviews, and maintains technical documentation—including system specifications, program logic, configuration details, and operational procedures—to ensure accuracy, consistency, and compliance with organizational standards. Prepares records and reports for system development activities and application performance.
Monitors and evaluates application performance and functionality by conducting testing, analyzing system metrics, troubleshooting issues to determine root causes, and recommending and implementing corrective actions.
Communicates and collaborates with stakeholders and technical teams by providing status updates, interpreting technical documentation, and effectively conveying complex technical concepts to both technical and non-technical audiences. Coordinates with vendors and external stakeholders to develop improved programming methods and technologies.
