This position requires a valid Class E driver's license with an acceptable driving record in accordance with the Department's Driver's Record Requirements Policy. An unacceptable driving record is defined as any of the following:

  1. Three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
  2. Any 2 convictions of reckless driving in the past 3 years;
  3. A suspension or revocation of the driver's license for moving violations in the past 3 years;
  4. And a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

POSITION DESCRIPTION: Serves as a member of the Executive Board which is the highest level advisory body for the Florida Department of Transportation (FDOT) providing a forum to address statewide issues such as policy, procedures, annual legislative packages, strategic plans, and the Florida Transportation Plan (FTP). The Executive Board is the principal advisory group to the Secretary of Transportation on matters related to the operation of FDOT.

 

Assists the Secretary of Transportation in planning, directing, coordinating and executing the powers, duties and functions vested in the finance and administration program areas of the Department.

 

Makes recommendations concerning more effective internal structuring of the finance and administration program areas of the Department. In conjunction with the Secretary, establishes the policies and procedures necessary to accomplish the mission of the finance and administration program areas of the Department. Exercises the associated delegated authority to ensure accomplishment and/or adherence of said policies and procedures. Ensures these policies and procedures are established in accordance with appropriate rules, laws and statutes.

 

Oversees and supervises the finance and administration office directors, as authorized by the Secretary of Transportation, and ensures accomplishment of the following:

 

Management, safeguarding and accounting for the Department’s financial resources and information.

 

Development, maintenance and modification of accounting systems which accurately reflect the revenues and expenditures of the Department and includes a cost accounting system to properly identify, segregate, allocate, and report Department costs.

 

Development and administration of the Department’s work program and budget, ensuring that such is balanced to a 36 month forecast of cash and expenditures and a 5 year financial plan.

 

Oversight of the Department’s innovative financial programs including Public/Private Partnerships.

 

Serve as the primary liaison with the Federal Highway Administration (FHWA) on financial administration of federally funded projects and develops the annual obligation authority plan.

 

Prioritizes transportation needs, and prepares program and resource plans. Ensures that transportation programs are addressed in the proper order of the most pressing needs within the State of Florida.
