Position Overview and Responsibilities:

"The incumbent of this position is considered to have regulatory responsibility."
- Manages day to day activities of the professional staff’s design, contracting and construction functions required to manage and protect Florida's natural and cultural resources. Effectively communicate, motivate, train, and evaluate on direct work performance and is responsible for time and attendance of
subordinates.
- Supervise the preparation of detailed drawings and specifications to establish standards facility plans for reuse as needed statewide to reduce construction costs, provide low maintenance facilities and speed up delivery services.
- Assists in determining scope of projects, establishes priorities for preparation of detailed drawings and written specifications needed to apply for required environmental and building permits, receives competitive bids and awards contracts and oversees the construction of funded projects.
- Manages coordination with local governments to satisfy zoning and health requirements; Water Management Districts, State Fire Marshal, Department of Management Services and Environmental Protection Division of State Lands, Water Facilities and Environmental Resources Permitting; US Army Corps of Engineers and US Coast Guard to obtain permits for construction.
- Directs staff coordination with Department of State, Division of Historical Resources for facility location, reconstruction and repair or renovation of historic structures.
- Coordinates formulation of policies and standards for design and construction to ensure timely completion and control quality of finished projects.
- Coordinates compliance with accessibility requirements, asbestos removal, and appropriate building codes, including FBC and FFPC.
- Supervises direction of financial management activities for funded Fixed Capital Outlay and park expense projects assigned to the Land and Recreation Operational Services for implementation.
- Coordinates preparation of standard construction costs in preparation of the Division’s Legislative Fixed Capital Outlay Budget Request.
- Coordinates investigations of existing facilities to determine repair or renovations costs.
- Performs related duties as required.
Required Knowledge, Skills, and Abilities:
Knowledge of:
- professional design, contracting, and construction processes, terms, functions and products
- environmental, zoning, and permitting requirements for construction
Ability to:
- Schedule and monitor numerous design and construction program projects for timely and successful conclusion
- coordinate projects with various cooperating and affected parties
- understand and apply laws, rules, regulations and procedures
- plan, organize and direct program activities
- supervise professional designers, contractors, and related personnel effectively
- understand design drawings and specifications
- communicate effectively, verbally and in writing
- maintain a valid driver’s license

Minimum Qualifications:
- Valid Driver’s License
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Preferred Qualifications:
- Bachelor’s or Master’s Degree in a construction or architecture-related education field
- Active Florida Architect, Professional Engineer’s License or General Contractor’s License
- Project Management Professional Certification (PMP)
- Minimum 10 years experience in the design and construction industry
Pay:
$76,500.00 - $89,500.00 Annually
