Your Specific Responsibilities:
- Operational and Investigative Oversight: Manage day-to-day operations of the Investigative Services Unit, including complaint investigators, facility inspections, and administrative enforcement activities. Lead three district managers and their investigative teams, ensuring accountability, consistency, and adherence to statutory requirements. Coordinate with the Bureau Chief to execute enforcement actions related to unlicensed activity, facility compliance, and professional misconduct. Help direct MQA’s emergency response efforts by serving as the Emergency Response Coordinator, fulfilling MQA’s duty to support field missions during public health emergencies.
- Team Leadership and Performance Management: Coach and develop front-line supervisors and staff across the state, establishing high-performance expectations that align with Enforcement’s strategic goals and providing regular feedback. Ensure effective onboarding, training, and continuing education for investigative personnel. Contribute to a culture of collaboration, excellence, and innovation in enforcement operations.
- Policy Implementation and Process Improvement: Assist in developing and implementing policies, standard operating procedures, and quality assurance initiatives to ensure investigatory consistency statewide. Participate in cross-functional improvement teams with the Director’s Office and the Bureaus of Health Care Regulation and Operations to streamline workflows and enhance enforcement efficiency. Leverage data and performance metrics to identify operational trends, risks, and areas for improvement. Participate in legislative support activities.
- Stakeholder Engagement and Cross-Agency Collaboration: Liaise with the Prosecution Services Unit, Office of General Counsel, Office of the Attorney General, and other enforcement partners to ensure timely and complete case processing. Collaborate with state, local, and federal law enforcement and regulatory bodies on enforcement matters. Represent the Bureau in meetings with internal leadership, external stakeholders, and professional organizations when needed. Responds to public inquiries and delivers informational presentations before business organizations, societies, and consumer groups.
- Administrative Budgetary Support: Support the Bureau Chief in preparing budget reports, staffing plans, and resource allocations to ensure optimal operations and adherence to Department policies. Oversee personnel actions, including recruitment, selection, and performance evaluations, in coordination with Human Resources and the Bureau Chief. Serve as acting Bureau Chief in the Bureau Chief’s absence, with delegated authority over operational decisions and oversight responsibilities.
Required Knowledge, Skills, and Abilities:
- Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of computer data bases; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; knowledge of laws, legal codes, court procedures and government rules & regulations; communicating effectively with others verbally and in writing; conduct fact-finding research; knowledge of the methods of data collection and analysis; motivating, developing, and directing people as they work, identifying the best people for the job; time management skills; ability to prepare and conduct training; ability to maintain strict confidentiality; business and organizational planning, coordination and execution to include strategic planning, resource allocation, manpower modeling, leadership techniques and production methods; ability to provide technical assistance regarding regulatory enforcement issues.
Qualifications:
- Preferred
- Bachelor’s degree in public health, business administration, law, criminal justice, health care or a related field.
- Minimum
- 10 years of professional work experience performing administrative investigations, regulatory investigations, regulatory inspections, or criminal justice work.
- At least 5 years of leadership experience, preferably in health care, regulatory compliance, enforcement, public health, or law enforcement; 4 years of which must have been in a supervisory/management capacity.
- Demonstrated experience managing complex investigations within a criminal justice or regulatory framework.
- Proven ability to lead and motivate teams, develop strategic initiatives, and manage cross-functional collaborations.
- In-depth understanding of Florida statutes, administrative codes, and enforcement practices.
- Excellent verbal and written communication skills, with experience serving as a spokesperson or in public relations capacities.
- Experience in building relationships with government officials, health care professionals, and community stakeholders.
- Proven ability to handle high-pressure situations and provide guidance during emergencies or complex enforcement cases.
- A proactive approach to identifying areas for improvement and implementing best practices in enforcement and compliance.
- High ethical standards and commitment to protecting the public through fair, consistent enforcement.
