Position Overview and Responsibilities:

The Florida Department of Environmental Protection, Office of General Counsel, in Tallahassee is seeking to fill an attorney position in the Contracts unit of the Office of General Counsel.  Although this position is within the DEP, no experience with environmental law is necessary.  This position is primarily transactional and focuses on government contracting and procurement laws.  Consults on and reviews requests for exemptions from requirements to competitively procure the purchase of commodities and contractual services. Consults on and reviews grant agreements (both state and federal), settlement agreements, memorandums of understanding and memorandums of agreement, interagency agreements, and data sharing agreements. Participates in the creation of procurement and contract templates and standard contracts for the purchase of commodities and contractual services. This position will review procurements, contracts and grant documents. This position will also assist various DEP programs in rulemaking and assist litigation attorneys with bid protests.

Required Knowledge, Skills, and Abilities:

• Knowledgeable about computers and business software such as Microsoft Office programs (Outlook, Teams, Word, PowerPoint and SharePoint).
• A willingness to actively participate, communicate and collaborate with team members, provide proactive guidance, respond to client and co-worker queries, and timely and effectively resolve issues.
• Ability to handle high volume in a fast-paced environment.
• Ability to conduct legal research on issues including but not limited to administrative law and procedure, environmental law, and state rules of civil procedure.
• Excellent communication and critical thinking skills.
• Proficient with online research tools such as Westlaw and Lexis Nexis.
• Positive attitude.

Minimum Qualifications: 

At least seven years of verifiable related job experience as an Attorney.  Post-secondary degree from an accredited college/university may be used as an alternative for the required years of experience on a year-for-year.  Must be a member of Good Standing with the Florida Bar.  

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Preferred Qualifications:

• Preference is for detail and solution-oriented individuals who possess practical critical thinking skills.
• Contract, grant, procurement, or real estate experience preferred.

Pay:  Salary will be commensurate with years of experience.
