Minimum Qualifications:

  • Five (5) years of experience in accounting or financial management, two (2) of which must have been processing disbursements, billing, or financial reporting; or,
  • Bachelor’s degree in accounting, finance or related field from an accredited college or university and two (2) years of experience processing disbursements, billing or financial reporting can substitute for the required experience.

Requirements:

Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes. 
Office hours are from 8:00 A.M. to 5:00 P.M. Eastern Standard Time, Monday through Friday. Not eligible for Telework.

Position Overview and Responsibilities:

Primary responsibilities will relate to auditing and reconciling grants in the Revenue and Grants Section.

 

  • Establish and maintain an electronic file for each grant/contract to include the grant award or final contract, budget details, amendments, email communications, invoices, and financial reports.
  • Ensure agreement details in the Revenue Agreement Tracking System (RATS) match agreement documents. Communicate with Divisions for any needed updates or clarification.
  • Retrieve all expenditures and revenues for assigned grants and/or contracts to be included in assigned cost tracking sheet. Ensure grant details on cost tracking sheet are updated at least monthly, including but not limited to expenditures, revenues, and updates provided by the Divisions. Work with Divisions for billing approval to complete cost tracking sheets.
  • Draw down amounts due from the Federal banking system (ASAP) or create and send invoices for billing amounts. Create Revenue Coding Forms for all billings to ensure that payments, when received, are coded correctly into FLAIR.
  • Perform monthly reconciliations on cost tracking sheets. Ensure grants/contracts are closed in a timely manner.
  • Complete and submit federal reports by established internal and external deadlines. This includes, but is not limited to, monthly semi-annual, annual, interim and final federal reports.
  • Monitor Period of Performance for each grant to complete federal reports in a timely manner.
  • Serves as the FBO Grants Unit contact for assigned grants and/or contracts responsible for answering questions related to the division’s awards. This may include but is not limited to: RATS entry information, agency grant policies, cost tracking sheet.
  • Works collectively as a team with the Revenue Unit.
  • Performs other related duties as required.

  • Professional accounting skills, FLAIR knowledge, Proficient in Microsoft Excel, Word, Outlook.
  • Knowledge of the principles and techniques of effective communication.
  • Knowledge of the methods of data collection.
  • Ability to develop and monitor policies and procedures relating to grant in-aid programs.
  • Ability to evaluate and analyze data relating to grant-in-aid programs.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to grant-in-aid programs.
  • Ability to utilize problem-solving techniques. Ability to work independently.
  • Ability to plan, organize and coordinate work assignments. Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
