Position Overview and Responsibilities:
Supervises the Program Integrity Section. This team of professional staff is engaged in the administration of activities relating to the security of online services, internal and external suspicious activity, and retirement account data. The incumbent exercises independent judgment on a daily basis. Incumbent must have a thorough knowledge of prevention, detection, and investigations of fraud, financial exploitation, violations of statutes or rules, or techniques/technologies used in online security breaches. Exercises general supervision of the Program Integrity section to ensure accomplishments of the Department, Division, and Bureau's goals and objectives. Delegates and assigns work, as necessary.
Specific duties and responsibilities include:
a. Formulates and institutes such procedures to ensure that the staff promptly and accurately investigate reports of suspicious activities.
b. Review investigative reports to ensure adequate investigation by Retirement Analyst IIs and accuracy of information. Assign sensitive accounts for monitoring. Research tactics to employ preventative measures.
c. Coordinates with the Retired Payroll Section, Retirement Technology, and programming vendors to take measures to prevent further fraud, financial exploitation, or breaches of security. Counsels with members and claimants, as necessary.
d. Presents case information to Division of Retirement leadership, General Counsel staff, ISM and Inspector General. Works closely with law enforcement and/or regulatory agencies to provide documentation needed to prepare cases for civil or criminal actions
e. Supports legal proceedings as needed, including testifying in court as an expert witness.
f. Prepares statistical/financial analysis reports and graphic presentation for notification of findings. Generates, manipulates, and interprets pivot tables of varying complexity. Composes a variety of complex correspondence, memoranda, and other written materials pertinent to case findings.
g. Continually research products dedicated to fraud prevention, similar practices with other retirement systems, social engineering tactics, and technologies used to defraud members and payees of the Florida Retirement System.
h. Develops reports necessary to detect fraud, financial exploitation, or breaches of security.
i. Maintains security and confidentiality of all gathered information encountered in performance of duties.
j. Initiates the audit process of retirees and analyzes the results to ensure retirees are eligible to continue receiving retirement benefits.
The incumbent in this position has direct access to agency managerial employees and information of a confidential nature which has been determined to relate to employer/employee relations, collective bargaining and/or other personnel issues or budget development preparation and/or impact as defined in S.447.203a(4)&(5), F.S.
Responsible for the supervision of staff including performance management, planning, and directing work, managing schedules including leave requests, fostering a healthy and positive work environment, and working with the Office of Human Resources during hiring and disciplinary actions. Responsible for timely employee performance appraisals and all personnel-related activities.
Knowledge, Skills, and Abilities:
Knowledge of personal computer use (hardware and software) for various automated applications.
Knowledge of FRS Statutes and Rules, application of retirement benefit procedures, and use of FRS Online.
Ability to understand and apply applicable rules, regulations, policies, and procedures relating to retirement and IRS programs.
Ability to work independently and on a team.

Minimum Qualifications:
Seven years of professional experience in the areas of insurance, retirement or social security, administration, call center, customer service, fiscal work, statistics and personnel.
A postsecondary degree may be used as an alternative for years of direct experience.
Supervisory experience a plus.

The mission of the Division of Retirement (division) is to deliver a high quality, innovative, and cost-effective retirement system. The division currently has 221 full-time retirement staff and manages a FY 2025-26 operating budget of $48,864,720. The division administers the Florida Retirement System (FRS) Pension Plan, currently the fifth largest state retirement system in the US with more than 1.1 million active, retired, and terminated vested members and $191.6 billion in assets. The division pays out $12.9 billion a year in retiree benefits and maintains the service history, vesting and membership status records, and collects nearly $5.5 billion annually in employer and employee contributions from more than 1,000 employers for all FRS members.
