Position Overview and Responsibilities:
The Department is seeking an experienced professional to serve as a Benefits Administrator in the Bureau of Contracts and Member Services within the Division of State Group Insurance (DSGI). The incumbent will supervise the Member Services team and will lead all member services efforts. The selected candidate will be responsible for coordinating the annual open enrollment benefit fairs and communicating with Human Resource Officers and other partner divisions both internal and external to the Department. This position requires a high degree of confidentiality, accuracy, and adherence to federal and state timeframes. Specific responsibilities of this position will include, but not be limited to, the following:
Supervision:
Plans, organizes, and supervises the performance of direct reports to ensure compliance with the Department’s employment policies and procedures and the State’s statutes and rules.
- Supervision - assigns balanced workloads; ensures quality of work and that deadlines are met; monitors productivity, attendance, and professionalism in the workplace.
- Directing Leadership - sets challenging goals; delegates and coordinates effectively; promotes innovation in achieving goals; sets examples for subordinates.
- Training - identifies performance gaps and coordinates with the division trainer to ensure training needs are met.
- Managing Change - initiates change effectively and adapts to necessary changes in operations; motivates employees to have a positive attitude towards operational changes.
- Performance Appraisal/Feedback - effectively evaluates subordinates; encourages and initiates regular discussion of performance with subordinates; takes appropriate and timely action with marginal or failing performers; recognizes and rewards good performance.
- Discipline Administration - uses progressive and corrective discipline to improve performance/behavioral problems.
Open Enrollment and Member Services:
Coordinates Open Enrollment and supervises the Member Services team’s duties.
- Serves as the DSGI’s liaison with vendors, Human Resource Offices, and other stakeholders related to the annual Open Enrollment and other marketing/outreach activities.
- Works closely with Bureau staff and Contract Managers to coordinate Open Enrollment seminars/webinars, and to review all vendor communications.
- Resolution of member issues, complaints, appeals and general public information requests received through the DSGI phone line, mail, email, and other customer service processes.
- Resolution of Level II Appeals following the process described in the Standard Operation Procedures (SOP) and in accordance with timeframes established in state and federal laws and regulations governing the program.
- Develop and review communications, including letters, appeals, DSGI and MyBenefits websites, management advisories, newsletters, fact sheets, informational and training videos, presentations, monthly reports, and other publications as appropriate.
- Provide reconciliations of the State’s Disability Income Plan.
Operations:
Provides support to the Chief of Contracts and Member Services as needed.
- Establish and maintain procedures to improve customer service and respond to inquiries and complaints of members and the general public.
- Participate in functional design changes to the People First System as related to group benefits or other areas as his/her expertise may be requested.
- Provide input on the effect of federal and state benefits policies on the personnel information system or other areas as his/her expertise may be requested.
- Coordinate, conduct and/or participate in focus groups with various stakeholders to identify systemic issues and their respective resolutions.
- Represent the benefits team in meetings and conference calls among agency and university personnel offices, benefit plan providers, and other entities involved in the processing of benefits (Bureau of State Payrolls, Division of Retirement, etc.).
- Represent the Division of State Group Insurance at professional meetings and conferences and may be required to prepare and deliver presentations to communicate/disseminate information.
- Facilitate meetings held at agencies and universities to gather information on current benefit and system issues, needed enhancements, and key requirements for the next contract period.
Other Duties:
Provides cross-functional support to other DSGI work units for special projects and peak workload periods as required to support the Division’s operational needs. Provides prompt, professional and courteous customer service in response to all inquiries and requests for information received by DSGI.

- Knowledge of Florida Statutes, and policies and procedures governing the state group insurance program, including Chapter 60, Florida Administrative Code.
- Knowledge of Federal laws, rules and regulations governing or affecting state group insurance programs including, but not limited to Section 125 of the IRS Code, COBRA, Medicare, ACA and HIPAA.
Minimum Qualifications:
- A minimum of three years of experience in insurance or financial regulation, employee benefits and program administration, human resource management, health care administration, or any combination of the above, is required.
- Bachelor’s degree or higher from an accredited college or university may substitute for up to one (1) year of the required experience.
- Two years of supervisory experience.
- Experience managing short- and long-term projects with numerous tasks and owners.
- Demonstrated ability to effectively communicate complex information to stakeholders of various levels both in writing and orally.
- Proficient in Microsoft Outlook, Word, Excel, Access, Project, PowerPoint and SharePoint.
- Ability to work effectively within team-based work groups; facilitate team-based work groups; use problem-solving techniques; work independently; and plan, organize, and coordinate work assignments so that deadlines are met.
