Minimum Qualifications:
Eight years of professional experience directly related to duties and responsibilities of this position.
A degree from an accredited college or university with a major course of study in marine biology, life or physical science may substitute for the required experience as follows:
- Bachelor's degree and four years of professional biological experience in a field or laboratory program; or
- A Master of Science degree and three years of professional experience in a field or laboratory program; or
- A doctorate and one year of professional experience in a field or laboratory program.
Preferred Qualifications:
Preference may be given to candidates with the following qualifications:
- An advanced degree in marine biology, life or physical sciences, or a closely related field.
- Two years of supervisory experience.
Requirements:
- Employment in this position is contingent upon a satisfactory criminal history check in accordance with Chapter 435, Florida Statutes.
- Working hours are Monday – Friday, 8:00 a.m. – 5:00 p.m. Eastern Time.
- Some travel is required and may include weeknights, weekends and holidays.

Position Overview and Responsibilities:
This position serves a leadership role in the Analysis and Rulemaking Section of the Division of Marine Fisheries Management, supervising regional biologists in Titusville, West Palm Beach, and St. Petersburg. The Analysis and Rulemaking Section is responsible for coordinating and developing marine fisheries policy and rulemaking for state-managed species. The Biological Administrator II is responsible for technical planning, leadership, evaluation, and administrative assistance to the Sub-section. This position plays an important role in establishing networks of stakeholders, guiding technical analyses of marine fisheries data, and leading special projects. This position reports to the Section Leader and supports the Section Leader in rulemaking, stakeholder engagement, supervision, and other Section activities.
The position synthesizes technical fisheries assessment information in support of the agency’s marine fisheries rulemaking process, reviews and interprets stock assessments and fisheries regulations, evaluates life history and fisheries-dependent and independent data, and develops reports and presentations on marine fishery issues.

A more detailed list of some of the duties is as follows:
Programmatic:
- Works with research and management staff and the public as a member of the Division of Marine Fisheries Management to develop management recommendations for Commission consideration.
- Gathers, synthesizes, and manages available fisheries-dependent and independent data necessary to characterize the status of Florida fisheries.
- Develops and presents technical papers on the management of various Florida fisheries to guide and support the Commission's rulemaking process.Participates in the rulemaking process to help the Commission build a record in support of its decisions. Drafts supporting documents in coordination with law enforcement and legal staff.
- Reviews and interprets stock assessments to develop appropriate management recommendations.
- Conducts, coordinates, and participates in public workshops on issues relating to Florida fisheries.
- Other duties as assigned, including providing support to the Section leader, Deputy, and Division Director on special assignments.
Coordination and Integration:
- Work at FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed.
- Coordinates with commercial and recreational fishers and other stakeholders to develop state waters fisheries management recommendations.
- Coordinates research projects that are relevant to state fisheries management decisions.
- Coordinates with staff in other Sections in the development of data analysis, research and outreach activities of the Division.
- Responsible for the coordination of Division activities related to Commission rulemaking, agenda preparation, and presentation of fisheries issues.
Personnel Management:
- Responsible for ensuring that all work products of direct reports are produced to the highest possible scientific, technical, and professional standards.
- Responsible for participating in hiring and directly supervising, evaluating, and leading assigned regional staff.
- Responsible for ensuring direct reports pursue continual professional improvement.
Assistance:
- Assists the Section Leader in planning, administering, and evaluating Section activities, including coordinating and integrating Division activities into the larger agency.
- Advises the Section Leader on state waters fisheries priorities.
- Supports the Section Leader in the preparation and execution of items for Commission meetings and rulemaking.
- Assists in the coordination of legislative activities and serves in various assigned capacities as a representative of the Division, including legislative bill analyses.
- Provides support to the Section Leader, Deputy, and Division Director on special assignments as needed.
Administrative:
- Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.

- Must be willing and able to travel and work overtime hours, including some weekends, weeknights, and holidays.
