ANTICIPATED VACANCY
Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets.
This position is highly responsible as the HIV/AIDS Section Administrator, reporting directly to the Bureau Chief of Communicable Diseases. This position is responsible for all administrative functions of the HIV program. Duties include providing direction and administrative supervision of staff responsible for HIV/AIDS Section human resources, purchasing, grants administration, travel, and internal assignments.
Meets at least weekly with direct reports and bureau chief to share updates on outstanding or complete assignments and plan for upcoming meetings, trainings, or activities to discuss appropriate assignments of new tasks.
Manage the HIV/AIDS Section budget to ensure purchases are made according to funding allowances and state policies and rules. Ensures purchases are initiated timely to meet program needs. Communicate related policies and updates as appropriate.
Works with assigned staff to ensure grant applications, reports, and other grant assignments are completed correctly and by assigned deadlines.
Directs the travel process for the HIV/AIDS Section. Ensures staff are appropriately enrolled and trained in the State Travel Management System {STMS}. Assures adequate staff coverage for processing travel and reimbursement requests. Communicate team members' requests through appropriate channels. Trouble-shoots systematic or individual challenges.
Oversees management of administrative assignment calendar. Communicates with team members to ensure new assignments and updates are documented and upcoming tasks are communicated as necessary.
Responsible for fostering a strong collaborative working relationship with the other sections and bureaus in the Division of Disease Control and Health Protection. Participates as requested in internal work groups.
Grant, Contracts, and Budget Management: The position is also responsible for overseeing the preparation and planning of grant projects, assisting with grant applications, preparing budget amendments necessary for releasing grant funds, and monitoring grant expenditures for compliance with grant conditions. Directs the work effort of staff responsible for providing technical assistance on contract negotiation, development, and procedures. Responsible for overseeing the management and allocating budget for the HIV/AIDS Section, including federal and state funding. Ensures county health departments receive funding via Department Schedule C processes and tracks internal and external spending, reports deficits or underspending in a timely manner to ensure grant, agency, and other planned activities are fulfilled.
