The Bureau of Health Care Practitioner Regulation is responsible for the policy making and programmatic activities related to licensure of health care practitioners and regulated facilities. The Bureau is comprised of a bureau chief and eight offices under the supervision of executive directors.

Duties and Responsibilities:

With a history dating back to at least 1881, the Florida Board of Medicine is the legislatively created entity to ensure Floridians obtain health care in the state that meets the minimum requirements for safe practice. As the Executive Director for the Board, the incumbent will lead this highly influential and prominent entity. The incumbent will be expected to use their passion and knowledge for public health to continue the proud history of the Florida Board of Medicine and enhance the efficiency of the medical licensure process; foster beneficial relationships with state legislators and their staff, the Department’s and State’s legal counsels, other government entities connected to the practice of medicine and public health, practicing medical professionals and their related societies and associations, and others with a stake in the practice of medicine in the state; and proudly represent the Division of Medical Quality Assurance when communicating with the public, the legislature, academia, and the medical community.

The Board Executive Director is supervised by the Chief of General Operations (Bureau Chief of Health Care Practitioner Regulation) and serves as Administrative Officer for the Board of Medicine and will perform the following duties:

  • Serve as a leading problem-solver and creative thinker in proposing, analyzing, revising, and administering programs, statutes, and organizational policies to more efficiently meet the legal requirements and expectations related to the Board of Medicine.

 

  • Supervise and manage a staff of approximately 43; make recommendations on annual budget requirements based on personnel and resource needs; and maintain effective relationships with the Board’s legal counsel and Department of Health legal counsel.

 

  • Collaborate with the 15 members who make up the Board of Medicine, its committees, and members of the Council on Physician Assistants, to ensure that activities involved in licensing, monitoring, disciplining, and educating physicians and other practitioners contribute to a high level of confidence and trust in the standard of health care provided to the people of Florida.

 

  • Conducts and attends board meetings around the state and represents the Department before the Board on matters of policy and procedure. Advocates before the Board on issues involving the goals of the Department regarding the health, safety, and welfare of the public.

 

  • Performs functions delegated to the position by the boards, including evaluating health care licensure applicants to ensure that only qualified applicants are authorized to take licensure examinations and become licensed.  Authorizes and oversees the issuance of licenses, the approval of mandatory continuing education programs and providers, and audits of compliance with licensure requirements.
  • Head the analysis of proposed bills and administrative rules related to the practice of medicine in the state of Florida, as well as spearhead the implementation of and auditing compliance of all relevant statutes and rules by Department staff, licensure applicants, health care practitioners, and other applicable parties.

 

  • Administers and interprets statutes, policies and procedures, and administrative rules - to the public, applicants, members of the Legislature and their staff, local, state and federal agencies, societies and associations, and member of the professions. Works with board counsel's, general counsel's office and staff, for interpretation and implementation of statutes and rules. Implements new programs and revisions to existing programs resulting from legislative changes in the Practice Acts and other laws or rules affecting the boards.

 

  • Acts as an agent for the Boards for the service of legal process upon the Boards in suits naming board members and Executive Director as respondent. Gives testimony or depositions in administrative hearings or in court proceedings in the capacity of the Board Executive Director or custodian of the Board's records.

 

  • Represents the Board and Division at local, state, and national associations and society meetings, and in meetings with other state agencies, the Legislature, and within the Department.

 

  • Responsible for staff management, including discipline, hiring, review and performance planning appraisals, and general supervision of staff. Responsible for ensuring that procedural and administrative duties are efficiently and timely performed by staff.

This position is required to work emergency duty, in preparation for, during, and as a result of a catastrophic or natural disaster.

 

Qualifications:

  • Preferred bachelor’s degree or equivalent work experience in public health, business administration, law, health care administration or a related field.
  • At least 5 years of leadership experience, preferably in health care, regulatory compliance, or public health.
  • Proven ability to lead and motivate teams, develop strategic initiatives, and manage cross-functional collaborations.
  • Excellent verbal and written communication skills, with experience serving as a spokesperson or in public relations capacities.
  • Experience in building relationships with government officials, health care professionals, and community stakeholders.
  • Proven ability to handle high-pressure situations and provide guidance during emergencies or in complex situations.
  • A proactive approach to identifying areas for improvement and implementing best practices.
