Job Title: Budget Analyst


Your Specific Responsibilities:
This position is a highly responsible and independent position that supports the Leon and/or Jackson County Health Department. This position helps the Senior Public Health Services Manager (Jackson CHD) in managing the department’s financial functions for both health departments. The incumbent acts in a confidential capacity to assist or aid in the preparation of the Leon and Jackson County Health Department budgets. The job is not of a routine, clerical or ministerial nature and requires the exercise of independent judgment in the performance of his/her job duties. The incumbent has a significant role in the preparation and administration of the comprehensive Leon and Jackson County Health Department budgets. Specific duties are:


Assists with the preparation of the agency’s annual operating budget in accordance with form and content requirements of the county health department contract using FIRS budget module; works directly with programs to enter program budgets and estimated revenue in FIRS budget module; makes necessary adjustments in the budget module including adding fixed costs and salary lapse calculations. Assists with the preparation of division and grant operating budgets according to the internal organizational structure. Analyzes budget data and makes recommendations and adjustments as needed as well as entering budget adjustments to program budgets throughout the fiscal year. This position will also monitor ConMan and monthly expenditure reports for assigned programs and make recommendations for adjustments to the Core Contract.


Constantly reviews monthly financial reports and financial data to ensure accuracy of data, and identify and analyize any significant variances or inbalances and act to correct as needed. In a confidential manner prepares internal budget management reports to assist Division Directors with managing their budgets and assists in developing budgets for special projects, programs or grants.


Independently handles all payroll reallocation both in FIRS and recodes from HMS/HMC data as well as balancing of OCA’s among all budgets. Ensures cash balances of State and Other State GR funds are not in the negative at the end of each quarter. Analyzes data and accurately submits reallocation and recode requests. Updates and posts Org/EO/OCA listing and enters and updates collocated matrix as needed. Annually assists with devevelopment of collocated cost worksheets for the upcoming budget year preparation.

Assists with the reviewing and approving MFMP purchase requests as the finance approver and reviews and approves Classification and Personnel Action Requests (CARs and PARs). Review and approve contracts/agreements for budget information and authority.


Will serve as a level 2 approver in WORKS. Will audit transactions to ensure proper coding per what is outlined in FIRS budget module. Will ensure Leon and Jackson CHD comply with clearing transactions via the WORKS guidelines.


Develops the annual Core Contract and ensures timely submission of the CCDW to Central Office. Monitors contract management reports on a quarterly basis and reviews with the Senior Public Health Services Manager for compliance.


Assists with the preparation of the annual Medicaid Cost Reimbursement Report, Internal Control Questionnarie (ICQ) report and Schedule of Expenditures of Federal Awards (SEFA) report, in accordance with the form and content.


Completes other duties as assigned.

Qualifications:

All Florida Department of Health positions require the incumbent to be able to learn and communicate effectively, orally and in writing, in English. Applicants who do not meet this requirement will not be considered.
