Requirements:

Work at the FWC is cross-functional, meaning duties may cross division/office lines. The Commission expects employees to function across FWC's organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.

 

Minimum Qualifications:

  • Seven (7) years of experience in development and management of state budgets
  • Bachelor’s degree in accounting, finance or related field from an accredited college or university and three (3) years of state budgeting experience can substitute for the required work experience.

 

Preferred Qualifications:

Preference will be given to candidates with experience in the LAS/PBS system.

 

 

Duties and Responsibilities:

 

•    Responsible for coordinating the budgeting, accounting, and financial management functions for the Office of Executive Direction and Administrative Support Services (OED) budget entity; serves throughout the fiscal year as budgetary liaison for specific programs and offices; and responsible for developing an understanding of the operational needs of assigned programs and offices; and coordinates with assigned programs and offices on an ongoing basis to assist in budget management, budget analysis, expenditure forecasting, and other activities, as required.

•    Prepares, analyzes, and interprets the allotments, expenditures, and encumbrances within OED programs and offices for the development of operating budgets; coordinates the preparation of monthly office budget reports and projections to identify and address anticipated surplus and deficits by fund and category; provides the directive guidance to improve the management of program and office budgets; and conducts special projects/analysis, as needed, related to department budget and expenditure data, including the creation of ad-hoc reports upon request.

•    Prepares salary forecasts on a regular basis, or as assigned.

•    Serves as Budget Officer for the OED budget entity and is responsible for facilitating regular meetings with OED leadership to provide an overview of current budget disposition; provides guidance and training related to budgetary information and processes; and represents the OED budget entity in enterprise teams or groups concerning budget and/or financial management.

•    Serves as liaison to the FWC accounting sections on behalf of OED offices to coordinate the payment of monthly invoices associated with fuel charges, cell phones, telecommunications charges, and other invoices, as assigned; coordinates the distribution of these reports to appropriate offices and/or staff; and responds to FWC accounting staff by designated deadlines with any updates/edits needed as requested.

•    Provides assistance related to Legislative Budget Requests, budget amendment request processing, and personnel actions for assigned programs and offices. 

•    Informs Budget Director of work progress and issues requiring additional attention; regularly works across Division/Office lines to provide budgetary guidance and support; and maintains excellent working relationships with Divisions and Offices.

•    Completes and performs cross-training activities related to the functions carried out by the Operations and Management Consultant Manager-SES, in order to serve as backup for certain responsibilities, as assigned, to ensure continuity of operations in the event of an unexpected absence.

•    Performs other related duties as required.

 

Knowledge, Skills & Abilities

  • Knowledge of accounting and auditing principles; methods of reviewing and analyzing financial data; principles and techniques of effective communication
  • Ability to maintain relationships with key government staff liaisons; plan and direct budgetary functions; provide budgetary analysis and interpretations of allocations for operations
  • Ability to organize data into logical format for presentation in reports, documents and training materials; create and provide trainings
  • Ability to develop and monitor policies and procedures; evaluate and analyze data; understand and apply applicable rules, regulations, policies and procedures
  • Ability to utilize problem-solving techniques and work independently
  • Ability to plan, organize, and coordinate work assignments; establish and maintain effective working relationships with others; provide effective supervision and perform as a collaborative leader
  • Proficient in the use of Microsoft Excel, Word, Outlook, and Adobe Acrobat
