STARTING SALARY: The Minimum Bi-weekly salary is $2,424.47. This position may pay up to $2,884.62 based on the candidate's experience, knowledge, skills and abilities to perform the job. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever is higher.)
DESCRIPTION:
Candidate will oversee the preparation and management of the approved operating budget and approved salary rate for assigned budget entities.
Assist in the Legislative Budget Requests; process budget amendment requests; analyze personnel actions for the assigned budget entities.
Develop monthly spending plans in consultation with the program area budget liaisons and provide technical assistance as needed.
Coordinate with circuits on budget related training needs.
Responsible for allotments, reconciliation and quality control. Candidate must be able to create spreadsheets that display budget details, budget information and expenditure details.
Candidate must be able to communicate with peers, internal and external stakeholders, organize and prioritize workload to complete assignments on a timely basis.

KNOWLEDGE, SKILLS AND ABILITIES:
Ability to collect
Evaluate & analyze budget detail information and Florida Accounting and Information Resource (FLAIR) expenditures
Read FLAIR reports and apply information to spending analyses
Communicate in a professional manner
Comprehend and apply new educational material
Organize prioritize and work independently
Use personal computer in Excel, Microsoft Word, Adobe.
Knowledge of salary rate, legislative appropriation, budget categories and funds, bill analysis format and procedures, Legislative Appropriations System/Planning and Budgeting System (LAS/PBS), basic budget principles and terminology, FLAIR system.
PREFERRED QUALIFICATIONS:
Three or more years of contract management and budget preparation experience.
PREFERRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of the appropriations process, basic budget principles, salary rate and management of rate and budget appropriation categories, organization codes, fund codes and budget entity codes.
Experience with creating budget detail spreadsheets using Excel functions, including pivot tables, data sorting, formulas, etc.
Experience using the Legislative Appropriations System/Planning and Budgeting System, Budget Amendment Processing System, Florida Accounting and Information Resource, and People First.
