GENERAL POSITION DESCRIPTION:

This position is responsible for independent analysis and evaluation work related to the Department’s responsibilities under Chapter 216, Florida Statutes, for preparing the Legislative Budget Request and the Long-Range Program Plan.  It is also responsible for monitoring departmental expenditures to assure compliance with Legislative appropriations.  This position reports to the Chief Financial Officer.

 

ESSENTIAL DUTIES:

  • Responsible for ensuring information pertaining to the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, is disseminated to division/unit employees for use in daily operations and interactions with our retailers and players.
  • Oversee the development of the Legislative Budget Request and Long-Range Program Plan (LRPP) pursuant to Chapter 216, Florida Statutes, and instructions issued by the Executive Office of the Governor.
  • Oversee the development of the department’s Approved Operating Budget.
  • Oversee the development and continued analysis of all salary and rate reports.
  • Compute and analyze data for budgetary decisions concerning all areas of the Department, including organizing and preparing reports for Executive Management.
  • Participate in ongoing projects as liaison between the Chief Financial Officer, and other unit and division staff.
  • Review and evaluate special project proposals and report findings to Executive Management staff.
  • Monitor departmental expenditures and rate to assure compliance with Legislative appropriations and prepare analyses of those expenditures as required. Oversee the distribution of monthly expense reports to Executive Management.
  • Review purchase requisitions for compliance with budget constraints and policy guidelines.
  • Prepares budget and expenditure spreadsheets and reports.
  • Attendance is an essential function of this position.

 

Knowledge, Skills, and Abilities:

  • Advanced understanding of accounting and internal control systems and their significance.
  • Advanced understanding of computer spreadsheets, databases and word processing capabilities.
  • Advanced knowledge of state statutes and regulations regarding budget requirements.
  • Advanced knowledge of generally accepted accounting principles, practices, and procedures.
  • Advanced knowledge of the principles of research, data analysis and conclusion presentation.
  • Advanced knowledge of the principles of budget preparation and administration.
  • Strong organizational and business writing skills.
  • Ability to work within and download data from the LAS/PBS and FLAIR subsystems of the Florida Financial Management Information System and the PeopleFirst personnel system.
  • Ability to create and review spreadsheet and worksheet reports.
  • Ability to determine work priorities, solve problems, make decisions, work independently and maintain confidentiality.
  • Ability to recognize procedures needed to effectuate proper internal control and security between various units/divisions of the department.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively.
  • Skilled in the application of rules, regulations, policies, and procedures relating to an accounting program.
  • Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units.  The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.

Other job-related requirements for this position

High School Diploma or equivalent (GED) required.

 

Successful passing of a criminal background check (state, local, and national) is required

 

Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units.  The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.

At least 5 years experience in a relevant field.

PREFERRED QUALIFICATIONS (not required):

Education level – Bachelor’s degree in Finance or Accounting
